충남 공주시의회가 12월 13일 제256회 제2차 정례회 제4차 본회의에서 국민건강보험공단에 특별사법경찰(이하 특사경) 권한을 부여할 것을 촉구하는 결의안을 채택했다.

이번 결의안은 사무장병원과 면허대여약국의 근절을 위해 정부와 국회에 국민건강보험공단의 특별사법경찰 제도의 법적·제도적 도입을 촉구하는 내용을 담고 있다. 

사무장병원과 면허대여 약국은 의료법 및 관련 법령에 따라 정당한 자격을 갖추지 않은 자가 개설한 의료기관으로, 불법적으로 운영되고 있는 의료기관을 지칭한다.

현재 보건복지부 및 지자체 공무원들은 의료법 위반 사항에 대해 특사경 권한을 부여받고 있으나, 인원 부족과 전문성 미흡으로 인해 실효성 있는 수사가 어려운 상황이다. 

이에 공주시의회는 불법 의료기관의 근절, 의료 서비스의 질 향상, 그리고 건강보험 재정의 안정성을 위해 국민건강보험공단의 특사경 권한 도입이 필요하다고 강조했다.

결의안의 주요 내용은 정부와 국회에 국민의 생명과 건강을 보호하고 건전한 의료 생태계 질서 확립을 위해 국민건강보험공단에 특사경 권한을 부여할 수 있도록 「사법경찰직무법」을 조속히 개정하고 ,현행 단속 체계의 한계를 보완하고 법 집행력을 강화하기 위해 공공성과 전문성을 갖춘 건강보험공단에 특사경 제도를 조속히 도입할 것을 촉구하는 것이다.

결의안을 대표발의한 이용성 공주시의회 부의장은 “건강보험공단에 특사경 제도의 도입은 전문성과 신속성을 바탕으로 불법 개설 의료기관을 효과적으로 단속할 수 있으며, 이를 통해 국민의 의료비 부담을 줄이고 건강한 의료 시장을 조성하는 데 기여할 것”이라고 밝혔다.
