충남 서천군은 군민들의 경제적 부담 완화를 위해 실시된 '소규모 개발행위 이행보증금 면제제도'가 긍정적인 평가를 받았다고 13일 밝혔다. 

개발행위 과정에서 발생할 가능성이 있는 '토지 붕괴 및 환경오염' 등에 대비하기 위해 민원인이 예치하는 금액인 '이행보증금'은 개발 현장 원상회복 집행을 위한 일종의 보증금이다.  

군은 공사비 5천만 원 미만의 소규모 개발 현장에 대해 이행보증금을 면제하는 제도를 지난해 2월부터 도입했으며 시행 첫해, 약 4억 5천만 원(130건)의 보증금을 면제했다. 

또한, 올해에도 현재까지 9억 5천만 원(225건)이 면제돼 시행 2년만에 총 14억 원(355건) 상당의 개발 행위들이 제도적 혜택을 받은 것으로 파악됐다. 

김기웅 군수는 "어려운 시기에 민생 안정에 기여하는 정책인 만큼 앞으로도 본 제도를 적극적으로 지속 추진할 예정"이라고 말했다.
