수요 증가와 예산 부족으로 인해 운영에 난항을 겪던 청양군(군수 김돈곤) '행복택시' 사업이 2025년도부터 새롭게 출발한다.

군은 지난 3일 '대중교통 소외지역 행복택시 운행 조례'가 의회 조례안 심의를 통과함에 따라 기존 사업을 종료하고, 내년부터 이용자를 전수 신규 모집하는 등 전면 개편된 행복택시 사업을 운영할 예정이라고 밝혔다.   

2015년부터 시작된 행복택시 사업은 지난 10여 년 동안 8차례에 걸친 대상마을 확대, 이용 횟수 및 방법 등의 변경에 따라 가입자가 급증하면서, 확보된 예산 4억 2천만 원으로는 수요를 감당하기 어려워 지난 8월부터 세대별 월 10회에서 월 4회로 축소 운행해 왔다.

이에 군은 8월부터 9월까지 행복택시 운행 실태 조사를 거쳐, 행복택시 운행 조례를 전부 개정해 '대상마을 지정 조항을 폐지'하고 '승강장에서 800m 이상 거리에 주소를 두고 실제 거주하는 65세 이상 주민' 및 '관내 통학 학생'으로 가입 대상을 조정했다.

이번 조례 개정을 통해 변경된 내용을 살펴보면 이용 횟수는 1세대당 월 4회로 변함없으며, ▲버스 운행 시간인 06시부터 21시까지 이용시간 제한, ▲이용자 부담금 1,000원으로 500원 인하, ▲이용자 부담금 1,000원 본인 명의 카드 결제 등으로 사업의 투명성과 책임성을 높였다. 

아울러 기존 행복택시 가입자들은 2024년 12월 31일까지 이용 가능하며, 2025년 1월 1일부터 2월 28일까지 신규 가입 신청에 따른 신청자 심사 및 DRT(행복택시 시스템) 입력, 카드발급 등을 위해 행복 택시의 운행을 중지한다.

‘2025년 행복택시’의 신규가입 신청기간은 2024년 12월 16일부터 2025년 1월 17일까지로 기간 내에 거주지 읍·면사무소를 방문해 신청하면 된다.

김돈곤 청양군수는 “행복택시는 교통소외지역 주민들의 기본적인 교통권을 보호해 주기 위한 사업으로 이번 전면 개편은 끝이 아닌 새로운 시작”이라며 “앞으로 군의 실정에 맞는 효율적인 교통행정이 이루어질 수 있도록 지속적인 노력을 하겠다”고 밝혔다.

한편, 군은 행복택시 외에도 대중교통 이용이 불편한 장애인 및 65세 이상 어르신들을 위한 특별교통수단으로 차량 4대를 운영하고 있다.
