논산시(시장 백성현)가 지난 10일 탑정호 주변 약 7.1㎢ 해당 면적에 대한 성장관리계획구역 지정 및 성장관리계획을 수립·고시했다고 12일 밝혔다.

시에 따르면 이번에 수립한 성장관리계획은 탑정호 주변 500M 이내 지역에 대한 획일적 개발 제한 방침을 폐지, 비시가화 지역의 난개발 방지 및 계획적이고 합리적인 개발을 유도하기 위한 것으로 알려졌다.  

해당 계획구역은 탑정호 주변 지역의 약 70%에 해당하는 가시권 지역으로서 주거형, 관광휴양형, 환경친화형, 일반형의 4가지 유형으로 구분·관리할 예정이며, 유형별로는 ▲주거형 1.6%, ▲관광휴양형 7.9%, ▲환경친화형 74.6%, ▲일반형 15.9%의 비율이다. 

건축물은 허용, 권장, 불허용도로 구분하고 '주거형'에서는 단독주택 및 제1종 근린생활시설 등을, '관광휴양형'은 휴게음식점이 가능한 제1, 2종 근린생활시설, '환경친화형'은 단독주택을 권장하며, 권장용도로 개발행위 시 건폐율, 용적률에서 인센티브를 줄 수 있도록 했다.

공장과 위험물저장 및 처리시설 등 주거 위해 시설은 불허할 방침이며, 불허용도 외 용도지역에서 가능한 행위에 대해서는 최대한 허용키로 했다.

이는 개발행위를 무조건 제한했던 과거와 달리 토지를 최대한 효율적으로 이용할 수 있도록 하기 위한 것으로, 사유재산권 보호와 계획적 개발 모두를 충족시킬 수 있는 법적 기틀을 마련한 것으로 평가된다.

아울러 건축물의 지붕, 색채, 외관도 규정해 탑정호 주변의 통일감 있는 경관 이미지를 조성, 관광지로서 특색을 살리고 경쟁력을 강화한다는 계획이다.

백성현 논산시장은 “이번 성장관리계획은 주민들의 재산권을 존중하면서도 탑정호의 경관을 보호하는 균형 잡힌 계획적 개발”이라며 “지역 경제의 핵심 성장동력으로서 탑정호의 가능성을 발전시키고 아름다움을 지켜내는 전략으로 세계적인 호수 관광명소로 만들어 나가겠다”고 말했다.
