대전 동구의회 강정규 의원이 구금고의 이자율과 협력사업비의 저조한 수준에 대해 개선을 촉구했다. 

강 의원은 지난 9일 열린 기획행정위원회에서 제3차 추경예산을 심사하며 이 문제를 제기했다.

강 의원은 “올해 구의 세입예산에서 이자 수입이 약 13억 원에 불과하다”며, “이는 구예산 규모에 비해 매우 낮은 수치로, 이자 수입을 증대시킬 수 있는 방안에 대한 심도 있는 논의가 필요하다”고 강조했다.

또한, 그는 구금고에서 출연하는 협력사업비가 5억 원에 그치고 있으며, 이는 대전시와 비슷한 예산 규모를 가진 광주광역시 북구의 12억 원에 비해 현저히 낮다고 지적했다. 

강 의원은 “협력사업비가 매년 증가하는 예산에 비해 전혀 증액되지 않고 있다”며, 이에 대한 개선 방안을 마련할 것을 강력히 요구했다.

그는 서울특별시가 2018년에 신한은행을 시금고로 선정하며 1천억 원의 협력사업비를 제시한 사례를 언급하며, “대전시와 5개 구가 협력하여 합리적인 방안을 마련하고 납득할 수 있는 협력사업비를 확보해야 한다”고 덧붙였다.

이에 대해 고현덕 부구청장은 “구금고 선정 과정에서 단독으로 입찰에 참여하다 보니 협상력이 제한되는 부분이 있다”며, “대전시 본청에서 금고를 선정할 때 자치구의 협력사업비 증액을 요구하겠다”고 답변했다. 

이번 논의는 대전 동구의 재정 운영의 효율성을 높이고, 지역 발전을 위한 재원 확보의 필요성을 다시 한번 일깨우는 계기가 될 것으로 보인다.
