청양군 김돈곤 군수가 9일, 청양군의회 제306회 제2차 정례회 제7차 본회의에서 시정연설을 통해 재정여건 악화 및 긴축재정으로 인한 어려움 등을 호소하며 내년도 본예산 주요 내용과 군정 운영 방향을 밝혔다.

청양군의 2025년도 예산 규모는 올해보다 305억 원(5.2%) 증가한 6,229억 원이며, 일반회계는 올해보다 141억 원(2.7%) 증가한 5,470억 원이고 특별회계는 12억 원(28.6%) 증가한 53억 원이다. 또 기금은 올해 554억 원보다 152억 원(27.6%) 증가한 706억 원이다. 

이 중 기금의 여유 재원을 일반회계로 전출 및 융자하는 예산 체계상 내부 거래 556억 원을 제외하면 실질적으로는 올해와 비슷한 수준이다.

군은 지방자치단체로서 지속 가능한 발전과 주민 삶의 질 향상, 장기적인 인구 증가를 위한 정주 환경 기반 마련에 필요한 충남형 리브투게더 사업 등에 재원을 적극적으로 투입했다. 장애인 등 약자 보호를 위한 복지 환경 개선, 보건 분야, 문화 및 관광 분야 예산은 과감히 증액 투입한 반면, SOC 사업예산은 추진 시기를 일부 조정했다고 밝혔다.

분야별로 살펴보면 ▲문화 및 관광 371억 원(32%) ▲환경 690억 원(25%) ▲보건 139억 원(21.2%) ▲사회복지 1,172억 원(17.4%) 증가했지만, 국토 및 지역개발분야와 농림수산분야는 지난해 호우피해로 인한 복구비 등의 사업비 감액으로 각각 114억 원과 187억 원이 감소했다.

이어 김 군수는 내년도 군정 주요 방향으로 ▲모두가 살고 싶은 청양의 정주 여건 획기적 개선 ▲농업 소득 증대 최우선으로 하는 경쟁력 있는 농업 환경 조성 ▲전 세대가 누리고공유하는 ‘다 돌봄 체계’ 구축으로 더 나은 복지환경 조성 ▲찾아오는 청양, 기쁨을 주는 관광․레저도시 조성 ▲주민이 중심이 되는 지역공동체 활성화 등 5가지를 발표했다.

김 군수는 “민선 7기 출범 이후 우리 군은 공정하고 투명한 문제 해결 중심의 조직으로 변모했고 공모사업 234건, 5,314억 원을 확보했다" 면서 "이를 기반으로 지역 성장의 밑그림을 그리며 변화와 혁신을 이끌었으며 민선 8기 절반이 지난 지금, 청양 발전의 밑그림들은 하나씩 그 모습을 드러내며 결실을 맺고 있다”고 말했다.

군은 지난 8월 ‘충남산림자원구소 유치’를 포함해 민선 7기부터 지금까지 신규 도 단위 기관 4곳을 모두 유치했다. 지난 10월에는 연간 2만여 명의 소방 인력 교육을 전담하는 ‘119 복합 타운’ 준공으로, 도 단위 공공기관이 8개가 들어서게 되며, 도내에서 인구가 가장 적은 지역임에도 가장 많은 도 단위 공공기관을 유치한 혁혁한 성과를 거뒀다.
