김기웅 서천군수가 6일 시정연설을 통해 2025년도 군정 운영 방향과 예산안을 발표하며 “민생경제 회복과 미래 준비를 위해 도약의 해를 만들겠다”고 밝혔다. 

이번 연설은 서천군의 재정적 어려움 속에서도 군민과 함께 극복해 나가겠다는 의지를 담고 있다.

김 군수는 지난해 서천특화시장에서 발생한 화재와 기록적인 호우 피해를 언급하며, “재정 여건이 녹록지 않은 상황에서도 군민과 함께라면 어떤 어려움도 극복할 수 있다”고 자신감을 내비쳤다. 

2025년 예산안은 총 7235억원 규모로, 일반회계 6916억원과 특별회계 319억원으로 편성됐다.

그는 “지방교부세 714억 원 감소와 서천특화시장 재건, 호우 피해 항구복구 등 예상치 못한 재정 부담 속에서도 지방채 200억 원을 발행해 필수 사업들을 차질 없이 추진하겠다”고 강조했다.

김 군수는 지역경제의 심장이었던 서천특화시장의 재건 사업이 총 400억 원 규모로 추진될 것이라고 밝히고,  “조속한 복구와 상권 회복에 주력해 서천경제를 다시 뛰게 하겠다”고 전했다. 

또한, 농어촌 인력난 해소를 위해 외국인 계절근로자 제도를 적극 도입하고, 한산모시와 김 등 지역 특화 자원을 활용한 제조업 활성화로 농어민과 소규모 기업의 경쟁력을 강화할 방침임을 밝혔다.

김 군수는 또 미래 산업 기반 강화를 위해 장항국가산업단지 2단계 준공과 해양바이오 및 첨단산업 육성에 집중할 계획이라고 말하고, 바이오특화 지식산업센터와 김 가공 시설, 홍원항 현대화 사업 등을 통해 농어업 및 수산업의 경쟁력을 한층 끌어올릴 예정임을 제시했다.

관광·문화·체육 활성화를 위해 김 군수는 스카이워크 시설 확장, 신성리 갈대숲 관광지 지정, 금강하구 수상레포츠타운 조성 등 다양한 관광 인프라 확충에 나선다고 전했다. 

특히 한산모시문화제와 장항맥문동 꽃축제 등 지역 축제를 강화해 서천을 찾는 방문객들에게 풍성한 즐길 거리를 제공하고, 생활인구 유입과 지역경제 활성화에도 힘쓸 예정이다.

김 군수는 청년 정착 지원금, 결혼정착금, 농촌보금자리 임대주택 사업 등을 통해 인구 유입과 정주 여건 개선을 이루겠다는 계획도 내놨다.
