대전시의회 김영삼 의원(국민의힘, 서구2)이 12일 열린 제282회 제2차 정례회 산업건설위원회 교통국 행정사무감사에서 승용차요일제의 실질적 효과에 의문을 표하며, 향후 지속할지 전면 재검토 해줄 것을 주문했다.

김 의원은 “2012년부터 시작한 승용차요일제가 2023년 기준 5만 2,516대로 참여율이 10%에 그치고, 올해 신규 참여 대수는 9월 말 기준 479대에 불과하며, 2021년부터 1,000대 미만으로 참여실적이 지속적으로 감소하고 있다”고 지적했다.

이어, “대부분 무인 운영 시스템으로 운영 중인 공영주차장에서 승용차요일제 참여 차량이 주차 요금 50% 감면을 받기 위해서는 무인주차시스템 콜센터에 화상으로 통화연결하여 차주가 승용차요일제 참여 차량임을 직접 확인시켜 줘야 할인이 가능하다”고 꼬집으며, “시민 입장에서는 공영주차장 할인을 받는 절차가 굉장히 번잡하므로 개선이 필요하다”고 강조했다.

마지막으로 김 의원은 “승용차요일제 참여율 향상보다 승용차요일제 참여자들이 운휴일 준수를 통해 실제 교통량 감축으로 이어지는 것이 중요하다”며, 시는 승용차요일제의 운영방식 개선이 아닌 시민들의 인식 변화를 끌어낼 수 있는 정책 개발이 필요하다고 강조했다.
