대전지방검찰청이 대전시 사회혁신센터의 입찰비리 사건과 관련해 시민단체 출신의 정무직 공무원과 관계자 등 6명을 불구속 상태로 기소한 것으로 확인됐다.

불구속 기소된 이들은 지난 2019년 행정안전부의 공모사업으로 진행된 ‘소통협력공간조성사업’의 입찰 과정에서 부정행위에 연루된 혐의를 받고 있다. 

검찰은 지난 달 말 이들을 재판에 넘기고, 1명에 대해서는 기소유예 처분을 내렸다.

대전경찰청 반부패경제범죄수사대는 지난해 10월, 입찰비리 혐의로 9명 중 7명을 검찰에 불구속 송치하고 2명은 불송치 처분했다. 

경찰은 또한, 입찰 과정에서 편의를 제공받은 업체 3곳의 낙찰금액 약 7억 원에 대해 기소 전 추징보전 신청을 진행했다. 이 사건은 지난해 3월 대전시청에 대한 압수수색을 통해 본격적으로 수사가 시작됐다.

대전시는 ‘소통협력공간조성사업’의 1차년도 사업에서 혁신센터 출범에 실패하자, 대전사회적자본지원센터(사자센터)에게 사업을 진행하도록 하고 입찰을 실시했다. 

당시 긴급 공고된 ‘리빙랩’ 사업에서는 A업체가 단독 응찰했으나 유찰되었고, 이후 재공고를 통해 A업체와 D업체가 경쟁하게 되었다. A업체는 2억7500만원에 우선협상대상자로 선정되었고, D업체는 협상평가 부적격자로 분류되었다.

이 사업의 심사위원으로 참여한 G씨는 소통협력공간조성사업 공모 계획서 작성에 도움을 준 인물로 확인되었으며, 다른 사업에서도 유사한 방식으로 입찰업체와 심사위원으로 만난 인물들이 있었다. 이들은 시민단체에서 친분이 있던 관계자들로, 입찰 과정에서의 공정성에 의문을 제기하고 있다.

또한, 10월에 공고된 다른 행사에서는 B업체가 8700만 원에 우선협상대상자로 지정되었고, E업체는 협상평가 부적격자로 평가되었다. 

E업체 관계자는 “프리젠테이션 이후 심사위원들이 트집을 잡듯이 질문을 이어갔고, 낙찰되지 않았다”고 전하며, 낙찰된 업체가 평가 시간에 10분 정도 늦었음에도 불구하고 별도의 제재 없이 제안 설명을 진행한 점에 대해 의문을 제기했다.

이 사건은 2021년 10월 15일, 국민의힘 대전시당 시정감시단장 김소연 변호사가 대전시 전‧현직 공무원 2명과 사회혁신센터 직원들, 입찰 심사위원, 낙찰업체 등 11명을 국민권익위원회에 고발하면서 시작되었다.
