착공 11개월을 넘긴‘대전하수처리장 시설현대화 민간투자사업’이 9월 말 기준 공정률은 15%로 계획 공정률(13%) 대비 115%로 올해 말까지 17%까지 진행할 계획으로 추진하고 있는 가운데, 2028년 준공을 목표로 순항 중이라고 대전시가 18일 밝혔다.

대전하수처리장 시설현대화는 처리장과 차집관로 구간으로 나뉜다.

하수처리장은 부지 내 수목 등 지장물 이설, 진입도로 개설, 구조물 설치 계획구간까지 터파기 등 토공작업을 진행하고 있다. 

올 연말까지는 토공작업을 부분적으로 마무리하고 설비동의 구조물을 시작으로 2025년부터는 본격적으로 전체 구조물을 만드는 공정에 들어간다. 

차집관로는 원촌동 기존 하수처리장에서 하수를 처리장까지 이송하는 시설로서 갑천과 금강에 PC박스(2.5×2.0@2)*를 매설한다. 9월말 기준 0.4㎞(총10.9㎞)를 매설했고, 연말까지 3.3㎞를 추가할 예정이다.

대전시는 1989년 준공된 원촌동 하수처리장의 시설 노후화와 악취민원에 따른 근본적 해결을 위해‘하수처리체계 재정립 연구용역(2011년)’을 실시 후 하수처리장 및 분뇨처리장의 통합 완전 이전을 진행해 왔다.

대전하수처리장 시설현대화 민간투자사업으로 총사업비 7,176억 원을 투입하여 유성구 원촌동 일대 하수처리장과 대덕구 오정동 분뇨처리장을 유성구 금고동 103번지 일원 14만㎡의 부지로 통합․이전 중이다.

대규모 사업이다 보니 도시관리계획, GB관리계획, 환경영향평가, 토지보상 등 46개의 행정절차에만 3여 년이 소요됐고, 최근 건축허가가 완료됐다.

2028년 완공될 금고동 하수처리장은 시설용량 65만㎥/일 규모이며 첨단 공법을 도입해 하수처리시설을 현대화하고 지하로 건설하여 악취 발생을 원천적으로 차단하며 지상에는 생태공원 등 시민들이 여가 공간을 조성해 하수처리장이 혐오시설이라는 고정관념을 깨고, 시민들이 즐겨 찾는 친환경 녹색 쉼터로 조성할 예정이다.

대전시 관계자는“하수처리장 시설현대화 민간투자사업이 본격적으로 추진되고 있는 만큼 공정계획에 맞추어 계획된 기간 내 준공 이전 완료하고 원촌동 기존 하수처리장 부지 내‘첨단 바이오메디컬 산업단지’동시 착공에 차질이 없도록 최선을 다할 계획”이라고 말했다.
