대전시가 추진 중인 유성 탑립·전민지구(대덕연구개발특구 3단계) 국가산업단지 개발사업에 대해 과기정통부가 14일 특구개발계획수립을 확정 고시하면서 사업 추진에 한층 탄력이 붙을 전망이다. 

대전시에 따르면 탑립·전민지구는 2023년 12월 개발제한구역 해제, 2024년 7월 국토교통부 산업입지정책위원회 심의, 9월 과학기술정보통신부 특구위원회 심의를 넘어 14일 개발계획 고시까지 주요 행정절차를 원활히 진행하고 마지막 단계인 실시계획 승인만 남겨뒀다고 밝혔다.

탑립·전민지구는 대덕연구개발특구 내 연구개발(R&D)성과 사업화와 기업 및 창업 지원을 위해 시급히 필요한 용지 공급과 친환경적․자족적 특구 조성을 목적으로 대전도시공사에서 5452억 원을 투입해 80만 7천㎡ 규모의 국가산업단지를 조성하는 사업이다.

특히 탑립·전민지구는 지난 6월에 지정된 ‘국가첨단전략산업 바이오 특화단지’중 하나(신동·둔곡, 대덕테크노밸리, 탑립·전민, 원촌지구)로 산업단지 인프라 지원, 인허가 신속처리 의무화, 사용료・부담금 특례, 세액 공제, 용적률 최대 1.4배 상향, 수출 판로개척, 정부 연구개발(R&D)예산 우선 배정, 예비타당성 조사 특례 등 정부 차원의 지원을 받게 된다. 

대전시는 앞으로 탑립·전민지구에 대해 환경영향평가 등 제 영향평가 및 실시계획 승인(대전시), 토지·지장물 보상 등을 거쳐 2025년 말에 착공하고 2026년 상반기에 분양, 2027년 사업을 마무리한다는 계획이다. 

탑립·전민지구 개발이 완료되면 첨단바이오산업을 기반으로 한 인공지능(AI), 메디바이오, 신약 연구 관련 기업 등 유치를 촉진하여 대전이 명실상부 과학경제 도시 허브로 자리매김하는 데 중추적 역할을 할 것으로 기대된다. 

이장우 대전시장은 “탑립·전민지구 특구개발계획 고시는 민선 8기 ‘일류경제도시 대전’ 실현을 위한 가시적 성과 중의 하나”라며 “이를 토대로 2030년까지 산업용지 535만 평 공급 완료 목표를 속도감 있게 추진할 것”이라고 말했다.
