대전경찰청(청장 황창선) 형사기동대가 지난 2월 8일 천안시 서북구 두정동 소재 2층짜리 창고 건물을 임차한 뒤 지난 6월 20일 사이, 같은 건물 1층에서 송유관 매설지점까지 땅굴을 파고 들어가 유류를 절취하려 한 유류 절도단 총책 등 9명 전원을 검거하고 그 중 6명을 구속했다고 4일 밝혔다.

대전경찰청이 밝힌 이들의 범죄 행위를 보면 총책 A씨는, 범행을 위해 자금책 · 석유절취시설 설치 기술자 · 현장 관리책 · 땅굴 굴착 작업자 · 운반책 등 공범을 모집하고 이들과 범행 장소 물색, 송유관 매설지점 탐측, 석유절취시설 설계도면 작성, 절취 한 석유를 판매할 주유소 임대 등 사전에 범행을 치밀하게 준비한 다음, 송유관이 매설된 인접 창고를 임차하고, 그곳에서 지하로 4미터를 뚫고 가로 75cm, 세로 90cm, 길이 16.8m가량의 땅굴을 파낸 뒤 송유관에서 기름을 절취하려다 경찰 단속으로 미수에 그친 것으로 드러났다.
