세륜시설 사용 물 그대로 금강에 흘려보내 관리 부실 지적

공주시 관계자, 공사현장이 많아서...황당한 답변만...

충남 공주시가 발주, 관리 감독을 하고 있는 공주 나래원 확장공사 현장이 안전관리 소홀 지적을 받으면서 안전불감증이 도를 넘어선 것 아니냐는 지적을 받고 있는 이번에는 환경 오염이 우려되는 현장이 발견돼 관리감독을 해야하는 공주시가 공사현장을 방치하고 있는것 아니냐는 지적이다.

무엇보다 공주시가 추모공원 나래원 리모델링 공사와 확장공사를 하면서 시설 공사에만 급급한 나머지 환경 문제는 ‘뒷전'으로 공사를 추진하고 있어 눈살을 찌푸리게 하고 있다.

공주시프레스협회 취재를 종합하면, 지난해 5월 26일부터 덕청건설과 대승종합건설은 공주시 나래원 화장장 리모델링 공사와 수목장 및 시설 확충 공사를 맡아 시공하고 있으며, 오는 10월 14일 준공을 목표로 회전교차로 1곳, 수목장 3개소와 사무동 등을 신축하고 있다.

해당 공사는 건축공사와 시설공사인 토목공사로 분리발주되어 건축은 덕청건설(리모델링공사)에서 시설확장공사는 대승종합건설에서 각각 시공을 하고 있다.

문제는 토목공사가 주를 이루고 있는 수목장과 시설확충공사 현장에서 공사현장의 비산먼지 발생 저감을 위해 현장에 설치한 세륜 슬러지(오니)에 대한 관리가 안되고 있으면서 사실상 방치에 가까운 현장을 노출하면서 환경오염의 원인이 되고 있는 실정이다.

또한 세륜에 필요한 물을 공급하는 물탱크는 비치만 돼 있고, 필요한 물은 기계펌프를 이용해 인근 도랑에서 직접 끌어와 사용하고 있었다.

게다가 사용한 물은 수조에 받아 슬러지를 거르는 등 필요한 조치를 해야 함에도 불구, 돈벌이에만 급급한 나머지 그대로 도랑으로 흘려보내는 등 인근 금강의 오염을 부채질하는 꼴이 되고 있다. 

특히 세륜 후 나온 슬러지는 지정폐기물 여부를 가리기 위한 성분 검사를 거쳐야 하고, 결과에 따라 마대 자루에 담아 비가림 시설을 갖춘 슬러지 건조장에 수분함량을 줄여 보관해야 한다. 

이는 세륜 슬러지(오니)가 현장을 드나드는 차량 하부조직에 묻은 기름과 브레이크 라이닝에 함유된 석면 등 위해물질이 함께 세척돼 섞이기 때문에, 비를 맞을 경우 발생한 침출수가 그대로 토양 속으로 스며들어 지하수 등의 2차오염 우려가 있기 때문이다.

공사 현장 세륜시설에서 나오는 슬러지는 사업장 특정 폐기물로 분류해 폐기물관리법 시행규칙 제66조 3항에 의거 재활용 신고 대상으로 처리 가능하며 적법하게 관리해야 한다.

환경 전문가에 따르면 “슬러지(오니) 성분 검사 결과 기름 성분이 5% 이하인 경우에만 복토재로 사용이 가능하다”며 “지정된 전문기관에 의뢰해 ‘지정폐기물’인지 ‘사업장폐기물’인지를 구분한 후 적법하게 처리해야 한다”고 말했다.

이처럼 공사를 맡은 시공사가 환경오염만 가중시킨 채 현장의 세륜시설을 엉성하게 운영하고 있는데도, 이를 관리 감독 해야할 공주시는 손을 놓고 있는 등 방관하고 있다는 지적이다. 

또한 공사장에서 발생한 토사도 적절한 조치 없이 방치돼 비산먼지 등 환경문제를 야기 시키고 있다.

나래원 특성상 경건해야할 시설임에도 불구, 공사 중 발생한 약 1만 4000루베의 토사 중 4000루베 정도만 반출하고 나머지 1만 루베의 토사는 방진망이나 덮개조차도 없이 추모객들이 많이 다니는 출입 도로 등에 야적해 놓아 볼썽사나운 모습을 연출, 방문객들로부터 볼멘소리를 듣고 있다.

무엇보다 본격적인 장마철을 앞드고 현장관리가 부실하다는 지적이 일면서 집중호우시 자칫 대형사고로 이어질수 있다는 우려가 나오면서 이에 대한 철저한 대비가 필요하다는 지적이다.

이같은 문제에 대해 공주시 관계자는 “시에서 진행하는 공사장이 너무 많아 사실상 민원이 제기된 곳을 위주로 관리 감독하고 있는 실정”이라며 “나래원 공사와 관련, 지적된 부분에 대해 현장을 즉시 방문한 후 확인 작업을 거쳐 필요한 조치를 취하겠다”고 말했다.
