충남도의회가 정부 지정 상급종합병원이 충남은 줄고 대전은 증가하는 원인에 대해 합리적으로 이해가 불가하다는 주장과 함께 의회 차원에 대응책 마련에 나섰다.

이를 위헤 충남도의회는 10일 제352회 정례회 1차 본회의에서 정병인 의원(천안8·더불어민주당)이 대표 발의한 ‘충청남도 상급종합병원 확대 촉구 건의안’을 채택했다고 밝혔다. 

정 의원은 지난해 12월 보건복지부의 제5기(2024~2026) 상급종합병원 지정과 관련, 지역적 특성을 고려하지 않은 평가 규정에 문제가 있다고 지적하고, 충청남도 상급종합병원 지정을 더욱 확대 해줄 것을 건의했다.

보건복지부는 의료법에 따라 중증질환에 대한 질 높은 의료서비스 제공, 의료전달체계 확립을 통한 의료지원의 효율적 활용을 목적으로 2011년부터 권역별로 상급종합병원을 지정‧운영하고 있다. 

지역 종합병원이 상급종합병원으로 지정받을 경우 ‘건강보험 수가 종별 가산율’이 30%로 상향 적용되고, 3년간 중증질환에 대한 난도 높은 의료행위를 전문적으로 할 수 있도록 지정‧관리된다.

하지만 정 의원은 “이번 보건복지부의 제5기 상급병원지정 평가에는 문제점이 있다”며 “충남은 기존 2개소에서 1개소로 축소되고, 대전시는 1개소에서 2개소로 늘어나 중증 환자 치료에 대한 인프라 불균형이 발생했다”고 지적했다. 

이어 “상식적으로 생각해 보아도, 충남의 인구가 대전의 인구보다 1.5배나 더 많은데, 어떻게 충남에 1개소, 대전에 2개소를 지정할 수 있는지 이해가 되지 않는다”고 덧붙였다.

또한 “이번 상급종합병원 개소 수의 감소로, 33%로 높은 충남의 관외 진료 유출이 더욱 가중화될 것”이라며 “입원환자전담전문의 배정 평가방식이나 권역별 소요 병상수 지정평가 방식도 지방병원보다는 수도권병원에 유리한 평가방식으로 되어 있어 문제가 있다”고 설명했다. 

이에 건의안을 통해 지역완결형 필수 의료 완결을 위해 지자체 구역별‧주민 접근성‧인구수 등을 고려한 상급종합병원 지정 확대 촉구 ,소요병상수 배분 제도 개선 ,지정된 상급종합병원에 대한 철저한 관리 ,제5기 지정에서 탈락한 충남의 상급종합병원 유지방안 마련 등을 건의했다.
