대전시와 국방부가 10일 이장우 대전시장과 신원식 국방장관이 참여한 가운데 대전 자운대에서 민·군 상생발전 방안 모색을 위한 업무협약(MOU)을 체결했다고 밝혔다. 

앞서 국방부와 대전시는 지난해부터 군과 대전광역시의 상생발전을 위하여 상호 긴밀한 협력이 필요함을 공감하고, 올해 2월부터 업무협약 세부내용에 대한 협의를 진행해왔다. 

양 기관은 현재 자운대에 위치한 군부대의 임무수행 여건 및 정주환경 개선과 지역경제 활성화가 필요하다는데 공감대를 형성하였고, 민·군 상생발전 방안을 마련하고 협력사항을 합의하는 이번 업무협약을 체결하게 됐다. 

이번 업무협약에 따라 양 기관은 자운대 공간 재창조 사업을 통해 지역발전을 도모하고, 도심과 어울리는 군부대 위주로 재배치하되 양 기관의 계획을 유기적으로 연계하여 군의 임무수행 여건 및 정주환경이 개선되도록 민·군 상생발전 방안을 모색하기로 했다. 

또한, 자운대 공간 재창조 사업의 성공적인 추진을 위해 양 기관이 참여하는 민·군 상생협의회를 운영하기로 했다고 밝혔다. 

신원식 국방부 장관은 “이번 협약은 대구에 이어 2번째로 진행하는 민·군상생 프로젝트의 성패를 좌우하는 첫 단추”라며, “앞으로도 국방부는 국민의 입장에서 민·군 상생협력을 적극 추진해, 지역사회와 군이 함께 발전하는 모델을 확대해 나가겠다”고 밝혔다.

이장우 대전광역시장은 “자운대 공간 재창조 사업 추진으로 군의 임무수행 여건 개선과 안보역량을 강화하고, 유휴부지에는 대전 동북권의 핵심 신성장 거점을 조성하여 민·군이 상생발전하는 토대를 마련할 것”이라 밝혔다.
