송대윤 대전시의원이 대전시가 추진하고 있는 대전교도소 이전과 관련 핵심 요소인 예비타당성(이하 예타) 면제에 대해 회의적인 시각을 전했다.

송대윤 의원(더불어민주당, 유성구 제2선거구)이 5일 개최한 제278회 정례회 제2차 본회의에서 ‘대전교도소 이전 관련 대전시 대응 방안’과 ‘도시철도 건설방식과 버스연계 방안’ 그리고 ‘지역산업과 연계한 특화교육’ 등에 대하여 시정질문을 하면서 대전시가 추진하고 있는 예타면제에 대한 입장을 밝혔다.

이날 송대윤 의원은 대전교도소 이전 관련 질문에 앞서 대전교도소 이전이 시급한 사안임을 지역 주민의 생생한 목소리를 통해 전했다. 

먼저 송 의원은 “대전교도소 이전 성공의 핵심은 예비타당성조사(이하‘예타’) 면제인데, 대전시가 국무회의 의결을 통한 예타면제라는 방침을 세웠지만 대전교도소 이전이 그 대상이 될 수 있을지 우려스럽다”면서 국무회의 의결을 통한 예타면제를 위한 대전시의 구체적인 전략과 계획이 무엇인지 물었다. 

이어 송의원은 대전시를 순환하는 도시철도 2호선 및 3·4·5호선의 계획이 발표됨에 따라 대중교통을 이용하기 어려운 학하동과 상대동 등 버스노선과 연계성 그리고 증가된 예산 확보 방안에 대해서도 질문했다. 

특히 도시철도 3·4·5호선에 도입되는 차량과 건설방식 그리고 충청권 광역급행철도(CTX), 광역철도 등이 추진됨에 따라 충청권 교통 중심도시로서 대전시의 역할론을 제기하면서 철저한 준비를 요청하기도 했다.

마지막으로 송의원은 대전에는 바이오산업에 특화된 학교가 없다는 점을 지적하면서 대전시교육청은 지역산업과 연계한 특성화교육의 중요성에 대한 인식부재가 문제라고 지적했다. 

민선8기에 들어서 일류경제도시 대전을 만들기 위해 글로벌 기업과 연계한 기업생태계를 조성하고 세계적인 바이오기업인 머크사를 유치하면서 대전을 세계적인 바이오 허브도시로 탈바꿈할 기반이 조성되지만, 글로벌 기업에 지역 청년들이 일 할 수 있는 특성화교육이 필요하다고 강조했다.
