세종시가 재정위기 극복을 위해 보통교부세 확대에 나선다.

이를 위해 세종시는 2일 보통교부세 확대를 위해 보통교부세 전담조직(TF)을 구성하고 첫 번째 회의를 열었다고 밝혔다.

보통교부세는 내국세 총액(일부 세목 제외)의 19.24%를 재원으로 하는 지방교부세 중 하나로 기준재정수요보다 기준재정수입이 부족한 자치단체에 교부되며 시민들에게 행정서비스를 제공하는 데 활용된다.

보통교부세 TF는 김하균 행정부시장을 단장으로 내외부 재정전문가 등 6명으로 구성됐으며 세종시의 보통교부세 확대를 위한 개선 방안 발굴을 과제로 오는 6월까지 운영된다.

세종시는 광역·기초업무를 동시에 다뤄야 하는 단층제 자치단체로, 광역과 기초 시설·기관 등을 직접 운영해야 하는 행정적 이중부담을 안고 있다.

최근에는 부동산 경기 침체 등에 따른 세수 급감과 물가 상승 등 재정이 악화돼 보통교부세 확보는 더욱 절실한 상황이다.

세종시는 TF 운영을 통해 국가 균형발전과 국가 경쟁력 강화를 위한 제2의 수도로서 지위와 기능을 확보하는 방안을 발굴할 계획이다.

특히 보통교부세에 세종시 단층제 특수성과 도시 특성이 반영되도록 관련 사항을 면밀히 살필 방침이다.

최민호 시장은 “보통교부세 확보에 한걸음 도약할 수 있는 교두보가 마련되는 계기가 되길 기대한다”며 “시민들을 위해 꼭 필요한 예산을 확보한다는 비상한 각오로 교부세 확대에 전심전력을 다할 것”이라고 말했다.
