충남 논산시가 광석면 양돈단지 축사악취문제를 원천적으로 해결할 수 있는 2024년 스마트축산단지 조성사업 공모에‘단독’선정 되었다고 1일 밝혔다. 

사업 대상지인 광석축산단지는 1993년 수출정책 활성화 일환으로 정부 주도로 조성되었고, 현재 13개 농장이 입지, 돼지 25,000여 두를 사육하고 있으며, 7.5ha에 달하는 면적을 차지하는 대규모 단지다. 

단지 조성 이후 30여 년간 주민들의 집단민원, 인근인 시내권에서 쏟아지는 수천 건의 민원에도 근본적인 해결을 할 수 없는 상황이었다. 

백성현 시장은 시장 취임 후 곧장 문제 해결에 나섰고, 백시장은 2022년 7월 광석면을 찾아 주민들의 불편을 면밀히 살폈고, 다음해 2월 광석양돈단지 운영 농가들의 뜻을 한데 모아 양돈단지 현대화사업 추진의 기틀를 마련했다. 

농가들은 사업추진 기간동안 최소 2년에서 3년까지 사육을 중지해야 하는 상황이었지만 백시장의 적극적인 호소에 동의서에 흔쾌히 서명했다. 

백 시장은 이후 국회, 기획재정부, 농림축산식품부로 동분서주하며, 공모사업 선정과 국비확보에 총력을 다했다. 

유일한 해결책은 밀폐형으로 운영되는 스마트축산단지였으나, 대규모 사업비가 투입되는 사업인 만큼 국비확보가 절실했다. 그간 사업이 있음에도 추진하기 어려웠던 큰 이유 중 하나는 지침상 조건을 논산이 충족하지 못했기 때문이었다. 백시장은 지침을 뛰어넘는 사업 선정의 당위성과 시의 염원에 대해 지속적으로 설명과 건의를 이어 나갔다.

논시는 공모사업 선정으로 완전밀폐형 스마트 축사를 신축할 수 있는 단초를 마련하게 되었고, 연계된 공모사업을 순차적으로 추진하여 총사업비 687억 규모의 ‘탄소중립형 청정축산단지 조성’을 완성할 계획이다. 

이를 바탕으로 악취제로화를 위한 축사밀폐화는 물론 축산분뇨의 빠른 수거와 악취 상시모니터링이 가능하게 할것이고, 여기에 악취관리 전문가가 악취를 지속적으로 관리하고, 지역주민을 포함하는 협의체를 구성하여 투명한 민원해결 또한 계획하고 있다.
