충남 공주시가 충남도로부터 기관경고를 받은 것으로 확인되면서 공주시 행정이 기본을 무시한 행정의 민낮을 보여준것 아니냐는 지적이다.

공주시는 백제문화선양위원회의 계약사무 부실로 인한 기관 경고를 받았고, 지난해에도 예산 부적정 집행으로 충남도로부터 기관경고를 받은 사실이 드러났다.

기관 경고는 충남도가 지난 2월 백제문화재단에 대한 특정감사를 실시한 결과, 백제문화선양위원회의 재무관이 아닌 관광과 직원이 계약사무를 대행한 사실이 발견되면서 기관 경고를 받았다. 

계약사무를 대행한 문제의 직원은 계약대행 권한이 없었음에도 불구하고 업무를 대행한 것으로 드러났고, 충남도 감사에서 적발됐다.

또한, 충남도는 지난해 7월에도 예산 부적정 집행을 발견해 기관경고 조치를 취한 바 있다. 

기관 경고 사유는 자치단체 사무관리비 집행실태 특별감사 결과, 사무관리비로 지출해야 할 예산을 부적절하게 사용하거나 사업을 잘못 판단해 예산을 부적정하게 집행한 것으로 밝혀졌다.

이에 충남도는 앞으로 이러한 사례가 반복되지 않도록 주의를 기울일 것을 당부했다

최원철 시장은 "앞으로 업무 소홀로 인한 기관경고를 받는 일이 발생하지 않도록 꼼꼼히 업무를 챙기겠다"고 밝혔다.
