김선광 대전시의원(국민의힘, 중구 제2선거구)이 대전광역시-금산군 행정구역 통합을 위한 행정절차 이행 촉구 건의안을 발의했다. 

이번 건의안은 중앙정부와 지방자치단체의 조속한 행정절차 이행 촉구를 그 골자로 한다. 그간 행정구역과 생활권의 불일치로 상당 기간 불편함을 감수해 온 금산군민들은 대전시와의 행정통합을 줄기차게 요구한 바 있다.

김선광 의원은 2012년 세종시 출범 이후 대전시도 인구위기로부터 자유롭지 못하다고 지적하면서, 저출산과 수도권 인구집중으로 인한 인구감소 문제를 해결하기 위해서는 인구취약지역 간의 연계를 통한 인구이동 선순환 구조를 만들어 지역 간의 인구격차와 불균형 간극을 줄여야 한다고 설명했다. 

이러한 차원에서 금산군민의 오랜 숙원인 대전시와의 행정구역 통합은 대전의 인구 증가 효과와 공간 활용 이점은 물론 충청권 메가시티의 초석이 될 것이라고 강조했다.

지방자치단체 간의 관할구역 통폐합은 ‘지방자치법’ 제5조에 따라 지방의회 의견 수렴 또는 주민투표를 거쳐 특별법 제정을 통해 가능하기에 금산군민을 대상으로 주민투표를 거쳐 국회 입법이 이루어지도록 관련 행정절차를 이행해야 한다.

이에 이번 건의안에는 대전시와 충청남도가 관할구역 변경 신청을 위한 공동건의안 제출을 적극적으로 검토하고, 금산군민을 대상으로 주민투표가 조속히 실시될 수 있도록 행정안전부에 건의하는 내용과 함께 ‘대전광역시와 충청남도 간 관할구역 변경에 관한 특별법’ 제정을 촉구하는 내용이 포함되어 있다.

김선광 의원은 “지방자치단체는 주민의 복지증진을 위한 정책을 반영함과 동시에 균형있는 지방 발전을 위해 존재하는 행정기관임에도 지역 주민의 기본권을 보장하지 못하는 것은 그 역할을 충실히 이행하고 있다고 볼 수 없다”며, “금산군민과 금산군의회의 염원을 담아 발의한 이번 건의안을 시작으로 ‘충청남도와 대전광역시 간 관할구역 변경’에 대전시의회도 지속적으로 관심을 가지고 모니터링하겠다”고 말했다.
