대전시가 역점을 두고 추진 중인 지방시대 구현과 지역 공교육 경쟁력 제고에 가속도가 붙을 전망이다.

대전시와 대전시교육청이 28일 교육부와 지방시대위원회가 공동으로 주관한 교육발전특구 공모사업에 최종 선정됐다. 

교육발전특구는 지방정부, 교육청, 대학, 지역 기업, 지역 공공기관 등이 협력하여 지역 발전의 큰 틀에서 지역교육 혁신과 지역인재 양성 및 정주를 지원하기 위한 종합정책으로 국비지원과 다양한 교육 관련 규제 특례를 우선하여 지원받을 수 있어 사회경제적으로 미치는 파급효과가 매우 큰 사업이다. 

교육발전특구 시범지역은 사업계획의 우수성, 연계·협업의 적절성 등을 선정 기준으로 교육발전특구 위원회가 심사하고 지방시대위원회가 심의·의결하여 선정되었고, 교육부로부터 연간 100억씩, 3년간 300억 원의 특별교부금을 지원받을 예정이다.

대전형 교육발전특구는 ‘지역이 주도하는 교육개혁, 미래가 주목하는 일류경제도시 대전’이라는 비전 아래 대전교육청과 대전시가 공동으로 참여하는 2유형으로 신청하였고, 과학기술기반 일류경제 도시 대전을 이끌어 갈 혁신인재 양성을 목표로 3개 전략, 8개 세부추진전략, 22개 세부과제를 발굴하였다. 

대전시는 그동안 민선 8기 지역인재 양성을 바탕으로 지역균형 발전을 도모하면서 대한민국 교육도시 일번지 “대전”의 명성에 걸맞도록 교육발전특구 공모사업에 대전시교육청과 함께 최선을 다해 준비해 왔다.

대전시만의 차별화된 비전 수립을 위해 교육전문가가 참여하는 전문가 포럼, 학생·학부·교사·구직자를 대상으로 한 심층 면접, 기업체 대상 설문조사 등 다양한 의견을 수렴했다. 

이번에 선정된 대전형 교육발전특구 모델은 일류경제도시 대전을 이끌 지역산업 맞춤형 핵심인재 양성과 정주 환경의 획기적인 개선을 주요 내용으로 한다. 

구체적으로는 대전 전략산업을 키우고 원천기술의 기술사업화를 적극 대응하며, 지․산․학․연이 협업하여 지역이 원하는 혁신 산업인재를 중점 육성하고, 다양한 규제 특례 속에 공교육을 혁신하면서 지역에 좋은 일자리가 넘치고 기업이 성장하며 청년이 행복한 도시로 성장하는 것을 목표로 한다.

주요 사업으로는 대전형 초·중급 숙련 기술 인재양성 ,생애경로 설계(고교-대학-기업 연계) ,지역산업 맞춤형 희망인재 양성 ,RISE사업과 연계한 시스템 구축 ,모두에게 제공되는 직업교육 ,대전형 늘봄서비스 ,미래혁신 청년 숙사 운영 ,정주여건개선, 시와 교육청 협업체계 구축 사업 등이 있다. 

이번 특구는 시범사업 기간을 포함, 2024년부터 2028년까지 5년간 추진되며 전체 사업비는 국비 500억 원, 지방비 764억 원, 기타 105억 원 등 총 1천369억 원이 투입된다. 

이장우 시장은 “대한민국 공교육 혁신 일번지 대전시의 새로운 견인차가 될 교육발전특구를 유치하게 되어 매우 뜻깊게 생각한다”라며 “지역산업 발전 전략과 연계 속에, 지역 청년들이 수도권이 아닌 바로 이곳 대전에서 꿈을 키우고 정착해 갈 수 있도록 관심과 지원을 아끼지 않겠다”라고 밝혔다.
