28일 올해 마지막 정례회인 제246회 아산시의회 제2차 정례회를 이어가고 있는 아산시의회 김은아,명노봉,박효진,신미진,윤원준,천철호 의원이 지정발전과 아산시민들을 위해 발의한 조례안이 각각 소관 상임위 심사를 마치고 본회의에 상정된다.

 

먼저 김은아 의원이 발의한 '아산시 여성폭력방지 및 피해자 보호‧지원 조례안'이 문화환경위원회 심사를 통과했다. 

 

김 의원은  '아산시 여성폭력방지 및 피해자 보호‧지원 조례안' 발의에 대해 “전국적으로 여성폭력에 관한 사건들이 끊이질 않고 있는 가운데, 아산시는 여성폭력방지기본법에 따른 여성폭력 대응력 강화를 위한 정책 추진 근거로서 관련 조례가 미비하여, 여성폭력방지와 피해자 보호·지원에 필요한 근거 마련을 통해 여성의 존엄과 인권증진에 기여하고 싶다”라며 해당 조례안 발의 취지를 밝혔다.

 

이번 조례안을 통해 여성폭력방지와 피해자 보호·지원 정책, 실태조사, 피해자 보호·지원사업 및 교육·홍보, 여성폭력방지위원회 설치 등 여성폭력 발생에 따른 피해자 지원 프로그램들이 더욱 활성화될 것으로 기대된다.

아산시의회 기획행정상임위원회도 28일 명노봉 의원이 발의한 ‘아산시 재난 예보경보시설 설치 및 운영에 관한 조례’를 심사 완료했다.

 

해당 조례안은 아산시 관내 대규모 시설에서 발생하는 긴급재난 상황에 대한 신속한 상황 전파로 재난으로 인한 인명과 재산에 대하여 대규모 피해를 예방하거나 줄이기 위하여 재난 예보경보시설 설치와 운영에 필요한 사항을 조례로 규정했다. 

 

조례안을 발의한 명노봉 의원은“최근 11명에 사상자가 발생한 군포아파트 화재, 한남노 태풍으로 인한 인명피해 등 수동적 대처로 인한 피해 규모를 알수 있도록 아산시 관내 대규모 시설에서 발생하는 긴급재난상황에 대한 신속한 상황 전파를 위해 재난 예보경보시설 설치 및 운영으로 대규모 피해를 예방하여 시민의 생명과 재산을 보호하기 위해 최선을 다하겠다”고 말했다.

 

한편 이날 명 의원이 발의한 ‘아산맑은쌀 상표 및 디자인 사용에 관한 조례’ 전부개정 조례안이 기획행정 상임위원회의 심사를 통과했다.

아산시의회 문화환경위원회는 박효진 의원이 발의한 ‘아산시 출산장려금 및 다자녀가정 지원에 관한 조례’ 전부 개정안과 '아산시 산후관리비 지원 조례 전부조례개정안’을 통과시켰다. 

 

해당 조례안에는 기존 출산장려금을 ‘출생축하금’으로 명칭을 변경하고, 가정의 정의와 다자녀 지원기준을 규정하였다.

 

조례안을 발의한 박효진 의원은 “출산이라는 용어는 인구 감소 문제의 책임이 여성에게 있는 것으로 오인될 소지가 있어 기존 조례의 출산장려금을 출생축하금으로 변경하여 양성평등 사회 분위기 조성에 기여하고 출생을 축하하는 의미를 담았다”며 발의 취지를 밝혔다.

건설도시위원회는 신미진 의원이 발의한 '아산시 배방 어울림 문화센터의 설치 및 운영에 관한 조례 일부개정조례안'을 심의 의결했다.

 

조례안을 발의한 신미진 의원은 “배방 어울림 문화센터가 다양한 문화 프로그램이 운영되고 있는 현 상황을 반영하고, 문화예술 분야 등 전문성을 가진 단체들의 위탁운영을 통해 다양성과 창의성을 발휘하여 더욱 다양하고 활기찬 문화행사의 중심지로 발전하길 기대한다.”며 조례안을 발의했다고 설명했다.

문화환경위원회는 또 윤원준 의원이 발의한 ‘아산시 야생조류 충돌 저감 조례안’에 대해 28일 열린  제246회 제2차 정례회에서 심의 의결했다.

 

이 조례안은 '야생생물 보호 및 관리에 관한 법률'제8조의2(인공구조물로 인한 야생동물의 피해방지) 개정규정이 2023년 6월 11일부터 시행됨에 따른 것으로, 조류충돌을 예방하기위해 조류충돌 예방관련 예산 확보 ,조류충돌 방지테이프 부착 등의 예방 대책 실시,시민 대상 교육 및 홍보 실시 등을 규정하고 있다.

문화환경위원회는 이어 천철호 의원이 발의한 '아산시 아빠 육아휴직 장려금 지원 조례' 일부조례개정안을 통과 시켰다.

 

조례안에는 육아휴직 장려금 수령 시 지급 횟수 제한을 삭제하고, 지원대상 거주 조건을 1년에서 6개월로 완화하였다.

 

천철호 의원은 “현재 육아휴직 장려금은 6개월간 지원되고 있지만, 지급 횟수를1회로 제한하고 있어 육아휴직을 나누어 사용하는 경우 장려금을 받을 수 없는 상황이다”며 “본 조례의 목적인 남성 근로자의 육아휴직 장려를 통해 일과 가정생활 양립을 지원하고자 하는 취지와 상반되는 것”이라고 발의 취지를 밝혔다.

 

한편, 소관 상임위를 통과한 조례안과 일부개정안은 오는 12월 4일 개최되는 아산시의회 제246회 제2차 본회의에서 최종 의결이 이뤄질 예정이다.
