김 의원은 '아산시 여성폭력방지 및 피해자 보호‧지원 조례안' 발의에 대해 “전국적으로 여성폭력에 관한 사건들이 끊이질 않고 있는 가운데, 아산시는 여성폭력방지기본법에 따른 여성폭력 대응력 강화를 위한 정책 추진 근거로서 관련 조례가 미비하여, 여성폭력방지와 피해자 보호·지원에 필요한 근거 마련을 통해 여성의 존엄과 인권증진에 기여하고 싶다”라며 해당 조례안 발의 취지를 밝혔다.
이번 조례안을 통해 여성폭력방지와 피해자 보호·지원 정책, 실태조사, 피해자 보호·지원사업 및 교육·홍보, 여성폭력방지위원회 설치 등 여성폭력 발생에 따른 피해자 지원 프로그램들이 더욱 활성화될 것으로 기대된다.
해당 조례안은 아산시 관내 대규모 시설에서 발생하는 긴급재난 상황에 대한 신속한 상황 전파로 재난으로 인한 인명과 재산에 대하여 대규모 피해를 예방하거나 줄이기 위하여 재난 예보경보시설 설치와 운영에 필요한 사항을 조례로 규정했다.
조례안을 발의한 명노봉 의원은“최근 11명에 사상자가 발생한 군포아파트 화재, 한남노 태풍으로 인한 인명피해 등 수동적 대처로 인한 피해 규모를 알수 있도록 아산시 관내 대규모 시설에서 발생하는 긴급재난상황에 대한 신속한 상황 전파를 위해 재난 예보경보시설 설치 및 운영으로 대규모 피해를 예방하여 시민의 생명과 재산을 보호하기 위해 최선을 다하겠다”고 말했다.
한편 이날 명 의원이 발의한 ‘아산맑은쌀 상표 및 디자인 사용에 관한 조례’ 전부개정 조례안이 기획행정 상임위원회의 심사를 통과했다.
해당 조례안에는 기존 출산장려금을 ‘출생축하금’으로 명칭을 변경하고, 가정의 정의와 다자녀 지원기준을 규정하였다.
조례안을 발의한 박효진 의원은 “출산이라는 용어는 인구 감소 문제의 책임이 여성에게 있는 것으로 오인될 소지가 있어 기존 조례의 출산장려금을 출생축하금으로 변경하여 양성평등 사회 분위기 조성에 기여하고 출생을 축하하는 의미를 담았다”며 발의 취지를 밝혔다.
조례안을 발의한 신미진 의원은 “배방 어울림 문화센터가 다양한 문화 프로그램이 운영되고 있는 현 상황을 반영하고, 문화예술 분야 등 전문성을 가진 단체들의 위탁운영을 통해 다양성과 창의성을 발휘하여 더욱 다양하고 활기찬 문화행사의 중심지로 발전하길 기대한다.”며 조례안을 발의했다고 설명했다.
