대전시의회 산업건설위원회(위원장 이병철)는 27일 회의를 열고 도시주택국 및 건설관리본부 소관 조례안 5건 및 2024년 예산안 등을 심사했다.

제274회 제2차 정례회 의사일정에 따라 개최된 이날 회의에서 산건위는 김선광 의원이 대표 발의한 ‘대전광역시 도시계획 조례 일부개정조례안’등 조례안 5건과 의견청취의 건 2건, 도시주택국 및 건설관리본부 소관 2024년도 예산안이 심사됐고 의원들은 이에 대한 질의를 실시했다.

이날 질의에 나선 송활섭 부위원장(국민의힘, 대덕구2)은 개발제한구역 주민지원사업과 관련한 질의를 통해 개발제한구역 지정으로 주민들은 재산권행사를 못하는 등 피해가 상당하지만 주민지원사업은 도로 개설이나 소규모 공원 조성에 머무르고 있다며 “개발제한구역 주민지원사업의 집행률이 상당히 저조하다. 예산이 확정되기 전에 사전 절차를 미리 이행함으로써, 예산이 효율적으로 집행될 수 있도록 사업관리에 철저를 기해야 한다”고 강조했다.

송인석 의원(국민의힘, 동구1)은 공사중단 방치건축물 정비계획 수립과 관련하여 대전시 방치건축물 현황 및 정비계획 수립 방향을 질의하며 “장기간 방치건축물로 인해 도시 미관 저해가 상당하다. 방치건축물이 실질적으로 정비가 될 수 있도록 행정력을 집중해야 한다”고 강조했다. 

이어 야간경관 개선사업과 관련하여 내년도 예산을 분리해서 편성한 이유에 대해 질의하며 “올해는 실시설계용역을 통합 발주하여 예산을 상당히 절약한 것으로 알고 있다, 예산절감을 위해 내년도 예산도 통합 발주에 대해 적극적으로 검토해 주길 바란다”고 당부했다. 

김선광 의원(국민의힘, 중구2)은 공동주택 외벽 색채디자인 지원사업의 진행과정에 대해 질의하며 “도시경관을 고려하면 공동주택의 외벽 색채 디자인이 매우 중요하다. 시 차원의 컨설팅이 사전에 이루어져 주변경관과 어울리는 디자인이 선정될 수 있도록 세심한 관심을 기울여 달라”고 당부했다.

김영삼 의원(국민의힘, 서구2)은 금고동 공공형 친환경 골프장 조성사업과 관련하여, 사업 진행 과정, 민원 사항, 시행 시기 등을 점검하며 “농약 등의 문제로 환경단체의 반대 여론도 상당하다. 반대 의견을 합리적으로 조정할 수 있도록 용역 추진에 만전을 기해 달라”고 당부했다.  

또한 현수막, 전단지 등 불법광고물 정비와 관련하여 도시미관을 위해 불법광고물을 정비하려는 입장과 어려운 여건에서 사업체를 홍보하려는 입장을 고려할 필요가 있다며 ”서울시에서 시행하고 있는 저상형 현수막 사례 등을 참고하여, 도시미관을 개선하고 시민 불편사항을 줄일 수 있는 개선방안을 마련해달라“고 말했다.
