아산시에 따르면 국회에서 국립경찰병원 아산분원 설립 예비타당성조사(이하 예타) 면제 근거를 담은 '경찰공무원 보건안전 및 복지 기본법 개정안'이 국회 행정안전위원회 전체회의에서 의결 처리됐다고 밝혔다.
박경귀 아산시장은 27일 12월 확대간부회의에서 이같이 추진 상황을 설명하면서 “국립경찰병원 아산분원 예타 면제를 위한 법 개정안이 국회에서 7부 능선을 넘었다”고 말했다.
지난 23일 행안위에서 처리된 법안은 국민의힘 이만희 의원과 더불어민주당 강훈식 의원이 대표 발의한 법안을 병합 심사한 것이다.
개정안이 행안위 문턱을 넘으면서 법제사법위원회를 거쳐 연내 본회의 의결까지 마치면 경찰병원 아산분원은 예타 면제를 통해 사업이 추진될 수 있다.
기획재정부는 막대한 예산이 투입되는 국가사업이라는 이유를 들어 경찰병원 예타 면제 반대 입장을 고수하고 있다.
하지만 아산시와 충남도, 경찰청 등은 예타를 거치면 최소 1~2년의 사업 지연은 물론, 경제적 타당성을 맞추기 위해 당초 계획된 ‘2센터(응급의학·건강증진센터), 23개 진료 과목, 550병상 규모’보다 작은 규모로 건립될 경우 ‘지역 완결적 공공종합병원 건립’이라는 기대효과를 이룰 수 없을 것이라 우려하고 있다.
박경귀 시장은 “국립경찰병원은 13만 경찰만의 병원도, 우리 아산만의 병원도 아니”라면서 “대통령 공약사업일 뿐 아니라 재난 발생 시 대한민국 중부권 재난 거점 역할을 하는 거점 병원이다. 충분히 예타 면제를 통해 빠르게 추진될 수 있는 당위성을 가진 사업”이라고 강조했다.
