대전시의회 복지환경위원회가 15일 보건환경연구원과 상수도사업본부 소관 업무를 대상으로 행정사무감사를 실시했다.

이날 행정사무감사에서 박종선 의원(국민의힘, 유성1)은 보건환경연구원은 시민의 건강과 안전을 위해 정확한 연구데이터와 연구성적을 공개해야 하는데 가장 중요한 것은 그에 맞는 연구장비의 확보임을 언급하고 시민들에게 정확한 데이터를 제공하기 위해 선제적으로 예산담당관실과 협의하여 내구연한이 경과되기 전에 우선적으로 장비교체를 추진해 줄 것을 당부했다. 

박 의원은 이어 실험실 근무로 연구원들이 위험에 노출이 되는 부분이 많음을 지적하고 어려운 여건에서 업무를 보는 연구원들의 후생복지 향상을 위해 노력해줄 것을 주문했다.

이어서 이금선 의원(더불어민주당, 유성4)은 수질측정망 운영현황과 관련하여 금곡천~갑천3 지점의 대장균수가 급증한 원인에 대해 질의하고 검사결과에 대해 해당 부서와 협의하여 갑천수상스포츠장 운영 등 시민의 안전을 위해 적극적으로 노력해 줄 것을 당부했다. 

그리고 방사능 안정성 검사 추진현황과 관련하여 시민들의 우려가 많을 지적하고 일반 수산물 뿐만 아니라 특히 학교급식에 들어가는 수산물에 대해 아이들이 먹는 음식이니 더욱 관심을 가지고 검사에 임해 줄 것을 주문했다.

황경아 의원(국민의힘, 비례)은 부적합 농산물 폐기와 관련하여 일부 폐기되는 농산물이 유출되는 사례가 없도록 적극적인 관리를 당부하고 많은 항목에 대해 철저한 검사와 대전시민의 건강을 위해 검사인력 확보에도 보건환경연구원에서 적극적으로 힘써 줄 것을 주문했다.

안경자 부위원장(국민의힘, 비례)은 감염병 중 CRE(내성 장내세균속균종)의 감염 증가세가 가장 높고 대전의 경우 평균 이상의 발병율을 보이는 만큼 검사 의뢰건에 대한 검사 이외에도 적극적으로 CRE(내성 장내세균속균종)에 대한 대시민 홍보를 당부했다. 그리고 코로나19 경계단계 조정이후 감염병 검사 건수가 확연히 감소하였지만 양성진단건수를 증가한 것을 지적하고 이에 대해 정확한 원인파악과 대응계획 수립을 요청했다.

민경배 위원장(국민의힘, 중구3)은 반려동물 인구의 증가와 관련하여 인수공통전염병인 진드기 문제가 있는 것에 대해 동물병원이나 검사소의 검사도 중요하지만 이에 대한 대시민홍보가 중요함을 언급하고 이에 대한 홍보방안 마련을 당부했다. 그리고 전국 하수처리장 34곳에서 마약성분이 검출된 언론보도 사례를 언급하고 최근 마약문제가 가장 큰 사회적 문제로 대두되는 만큼 대전시에서도 이 부분에 대한 적극적이고 선제적인 대응의 필요성을 강조했다.

이어진 오후 상수도사업본부 행정사무감사에서 박종선 의원(국민의힘, 유성1)은 수돗물 관련 민원이 많이 나오는 이유와 누수문제는 노후관이 원인이 됨을 지적하고 향후 객관적이고 과학적인 데이터를 바탕으로 누수 탐사 및 노후관 교체에도 신경을 써주기를 당부했다.

이금선 의원(더불어민주당, 유성4)은 배수지시설현황 및 수질검사현황과 관련하여 질의하고 대전시민들의 건강과 직결되는 만큼 철저한 검사와 데이터 공개의 중요함을 강조하고 시민들이 이와 관련된 정보를 쉽게 찾을 수 있도록 홈페이지 관리에 신경을 써주기를 당부했다. 

안경자 부위원장(국민의힘, 비례)은 수돗물 음용에 대한 대시민 홍보현황에 대해 질의하고 지하철 광고 등 형식적인 광고 외에 대전시민의 개별적  니즈에 따른 맞춤형 홍보가 전혀 없음을 질타했다. 그리고 향후 대전 수돗물 음용 활성화를 위해 연구 조사를 실시하고 대시민 맞춤형 홍보 전략을 새롭게 만들어서 홍보에 적극 나서줄 것을 주문했다.
