충남도의회 행정문화위원회(위원장 김옥수)는 14일 충남문화관광재단 소관 2023년도 행정사무 감사를 실시하고, 대백제전의 방만한 운영으로 인한 예산과 행정력 낭비를 지적했다.

이날 감사에서 김옥수 위원장(서산1·국민의힘)은 “장애인 예술교육 지원이 공주와 천안지역 에만 집중됐다”며 “적극적인 홍보로 더 많은 지역에서 지원받을 수 있도록 노력해달라”고 지적했다.

이상근 부위원장(홍성1·국민의힘)은 “충남문화예술 서울전시장의 옥외 홍보 및 옥상공간 조성 공사는 임대가 끝난 후 원상복구까지 미리 예측해 진행해야 한다”며 “전시장 임대료, 관리비와 인건비 등 운영비로 상당한 예산이 소요되는 만큼 전시공간이 서울 진출 교두보가 되어 충남문화예술인들의 문화 수입이 창출되고, 예술활동의 기반이 될 수 있도록 해야 한다”고 사업의 효과성을 강조했다. 

안장헌 위원(아산5·더불어민주당)은 “충남을 방문할 때 이용하는 충남문화포털의 연간 방문자수 기록이 저조하다”며 “문화관광재단 홈페이지와 문화포털이 활성화될 수 있도록 홍보를 더 강화해달라”고 주문했다. 

오인환 위원(논산2·더불어민주당)은 “문화예술지원 사업의 집행현황 자료를 살펴본 결과 몇몇 시·군 지역이 지원을 받지 못한 경우가 있다”며 “일부 지역이 지원에서 배제되지 않고 문화적 혜택을 고루받을 수 있도록 개선이 필요하다”고 주문했다.

박정수 위원(천안9·국민의힘)은 “올해 기부금품 모집 결과 3개 기업과 공모로 9000만원 확보에 그쳤다”며 “충남의 다수 기업들을 대상으로 기부금 모금 계획을 세워 지역의 문화예술을 활성화할 수 있는 계기를 마련해달라”고 지적했다.  

이현숙 위원(비례·국민의힘)은 “문예회관 기획공연 객석 점유율이 2021년 87.6%, 2022년 66.95%, 2023년 62.10%로 해마다 감소하고 있다”며 “도민에게 수준 높은 문화예술 공연을 제공해 객석 점유율이 향상될 수 있도록 노력해달라”고 요청했다.

최광희 위원(보령1·국민의힘)은 “충남을 방문한 외국인 방문객의 국적 현황을 파악해 문화관광 정책 수립에 반영하는 등 세심한 준비가 필요하다”고 지적했다. 이어 “시범운영 중인 워케이션 충남 사업이 흉내내기에 급급하다”며 “수도권에서 지리적 접근성이 높은 만큼 홍보를 강화해 성공적인 사업으로 발전할 수 있도록 차질 없이 준비해달라”고 강조했다.
