충남도의회 행정문화위원회가 충청남도역사문화연구원, 한국유교문화진흥원 소관 2023년도 행정사무감사를 실시하고, 부석사 금동불상 환수 대책 마련을 강조하는 등 역사문화연구원의 정책기능 강화를 요청했다.

이날 충청남도역사문화연구원, 한국유교문화진흥원 소관 행정사무감사에서 이상근 부위원장(홍성1·국민의힘)은 “2022년도 대행사업과 위·수탁사업 비율이 30%에 육박한다”며 “지난 감사에서도 지적했듯이 연구원 본연의 연구사업에 집중해 정책기능을 강화해달라”고 지적했다. 

박정수 위원(천안9·국민의힘)은 “유교문화진흥원이 분리된 만큼 보다 적극적인 사업 참여 노력이 필요하다”며 “충남역사문화 아젠다 설정과 정부 공모사업에 참여하여 국비 확보에 노력해달라”고 당부했다.  

안장헌 위원(아산5·더불어민주당)은 “충남의병기념관 건립과 함께 역사적 의의가 큰 동학농민운동의 정신 또한 기념될 수 있도록 지속적인 관심과 연구가 필요하다”고 강조했다.

오인환 위원(논산2·더불어민주당)은 “숨은 독립운동가 발굴사업이 추진된 7개 시군 이외 지역에도 참여 독려가 필요하다”며 “특정 지역에 국한되지 않고 충남의 호국정신이 자부심이 되도록 지속적인 사업 추진을 위해 노력해달라”고 당부했다. 

박기영 위원(공주2·국민의힘)은 “올해 2회째를 맞은 공주 충청감영역사문화제가 지역 주민과 상인들이 배제된 채 행사가 이뤄지고 도로사용점용 허가 등 행정 절차를 이행하지 않은 졸속축제로 끝나 지역 내 불만의 목소리가 크다”며 “내년에는 지역민들과 적극 소통하고 행정 절차를 준수하는 등 시행착오가 다시 반복되지 않도록 주의를 기울여달라”고 강조했다.     

김옥수 위원장(서산1·국민의힘)은 “부석사 금동불상의 소유권 관련 소송에서 패소하는 유감스러운 결과가 발생했다”며 “본 소송은 한 지역을 넘어 충청남도 유물에 관한 문제로, 추후 연구원과 관련 민간단체와 지속적으로 정보를 공유하고 소통해 나가면서 문제 해결을 위한 노력과 관심이 필요하다”고 주문했다.

최광희 위원(보령1·국민의힘)은 “역사문화연구원의 정·현원 현황에서 기능직과 공무직 비율이 34%를 차지해 대폭 수정이 필요하다”고 지적하며 “연구 본연의 기능과 역할에 충실할 수 있도록 공무직 인원을 연구직으로 조정되도록 노력해달라“고 피력했다.
