충청권 4개 시·도 의회(이하 충청권 의회)가 ‘충청권 초광역의회’ 구성을 위해 만났다.

충청권 의회는 10일 세종시 지방자치회관에서 ‘충청권 특별지방자치단체’의 한 축인 “충청권 초광역의회” 구성을 위한 ‘제3회 충청권 의회 협의체 회의’(회장/충북도 의회 김호경)를 개최했다. 

앞서 충청권 4개 시·도 의회는 충청권 메가시티 구축을 위한 4개 시·도 의회의 연계·협력 방안 및 “충청권 초광역의회” 구성․운영을 위해서, 6월부터 4개 시·도의회 운영위원장 및 사무처장 등 8명으로 협의체를 구성하여 협의해 오고 있다.

이번 3차회의에서는 지난 10월 17일 개최된 2차 회의에서 잠정 합의된 초광역의회 의원정수(16명), 의원임기(2년), 의장(1명)및부의장(2명) 선출, 초광역의회 의결사항, 의회의 운영 및 의회사무기구 등의 설치에 관한 규약(안)에 대하여 각 지방의회의 의견수렴을 거쳐 최종 확정하였다. 

회의에서는 또 충청권 초광역의회 구성을 위한 4개 시․도 의원 배분방식(균등할 또는 균등할+인구수 반영)에 대해서는 심도있는 논의를 위해 4개 시․도 의장단 협의회 안건으로 상정하기로 했다. 

충청권 4개 시·도는‘특별지방자치단체’출범을 위해 지난 1월 충청권 특별지방자치단체 합동추진단을 출범하여, 내년 하반기 ‘충청권 특별지방자치단체’ 출범과 사무개시를 목표로 하고 있다.

‘충청권 특별지방자치단체’를 출범하기 위해서는 4개 시․도 자치단체간의 협의를 통한 규약(안)의 합의와 4개 시․도 의회의 의결 그리고 행정안전부의 승인을 거쳐야 한다.

‘충청권 특별지방자치단체’는 협력·공조의 기능을 하는 협의체를 넘어 법인격을 갖는 연합체로서 4개 시도의 구속력 있는 거버넌스 구축의 중심이 되어, 충청권 상생발전을 이끌 메가시티의 선도모델이 될 것으로 기대를 모으고 있다.
