대전시가 10일 2024년도 예산안 6조 5천 330억 원을 편성해 대전시의회에 제출했다고 밝혔다. 

이번 예산은 일반회계 5조 4,677억 원, 특별회계 1조 653억 원으로 총 규모는 지난해 본예산 대비 287억 원(△0.4%)이 감소했고, 본예산 기준으로 대전시 재정신장률이 줄어든 것은 2008년 사업예산제도(품목예산제도에서 변경) 시행 이후 처음이다.

본예산이 감소한 데는 수출둔화 및 경기침체 전망으로 세입 예산에 50~60%를 차지하는 지방세와 보통교부세가 줄어든 영향이 크다. 

대전시가 내놓은 내년 일반회계 세입 예산안에 지방세는 올해보다 791억 원이 적은 1조 9730억 원, 지방교부세는 보통교부세 감소액 1600억 원을 포함해 1597억 원이 적은 1조 457억 원을 반영했다. 

대전시는 세입 감소에 따라 서민경제 안정과 침체된 경제에 마중물을 넣기 위해 전략적 지방채 활용 카드를 내놨다. 

대전시는 내년 예산안 편성을 긴축 재정관리 및 재정 운용 효율화를 통한 민선 8기 공약사업 등에 선택과 집중 투자 ,경기 침체로 어려움에 처한 소상공인․자영업인, 청년정책, 보육, 사회적 약자 등 지원 강화 ,지역경제 활성화 및 미래 신산업 등 전략산업 육성 투자에 방점을 뒀다고 밝혔다.

대전시의 내년도 예산안 가운데 청년정책 예산은 구암동, 신탄진, 낭월동에 짓고 있는 청년 등 임대 주택인 다가온 건립에 97억 원 ,청년 월세지원 59억 원 ,미래 두배 청년 통장 26억 원 ,대전형 코업(Co-op) 청년 뉴리더 양성 20억 원 ,청년 주택임차보증금 이자 지원 20억 원 ,청년월세 한시 특별지원 13억 원 등 주거·자산 형성·일자리 지원 주요 청년 정책들이 예산안 리스트에 올랐다.

대전시는 또 정부의 사회적 약자 지원, 특히 기초수급자 생계비 인상 등 취약계층에 대한 지원사업을 위해 사회복지 사업 예산안을 올해보다 2천 92억 원을 증액편성 했다.

이 밖에도 교통·물류 분야로 도시철도 2호선 건설 383억 원 ,충청권 광역철도 1단계 건설사업 157억 원 ,수소버스 구입 보조 25억 원, 화물자동차 유가보조금 300억 원 ,정림중~사정교간 도로개설 120억 원 ,회덕 IC 건설 145억 원 ,서대전 IC~두계 3가 도로확장 68억 원 ,대덕특구 동측진입로 개설 60억 원 ,용운주공 2단지 주변도로 개설 60억 원 ,용수골~남간정사 도로 개설 49억 원 ,유성대로 연결도로(2구간) 개설 60억 원 ,중촌건널목 입체화 37억 원 등이 예산안에 반영돼 지역 교통·물류 인프라가 획기적으로 개선될 것으로 기대된다.

이장우 대전시장은 내년 예산안에 대해“긴축과 재정 건전성을 모두 고려하면서, 지방채를 전략적으로 발행해 경기침체로 어려움을 겪고 있는 소상공인·자영업인, 사회적 약자 지원을 강화하고, 공공 보육과 교육 강화, 일류 경제도시 대전 건설을 위한 경제 활성화 및 전략산업 육성 등에 예산을 배분했다”고 밝혔다.
