그동안 대덕연구개발특구에 대한 개발사업에 대한 사실상 인허가권이 중앙에 있는 관계로 많은 제약이 뒤따르면서 수십년 동안 권한행사를 하지 못하고 있던 대전시의 연구개발특구 개발사업의 ‘경미한 변경 권한’이 시․도지사로 위임된다. 

대전시에 따르면 기획재정부는 8일 경제부총리 주재 비상경제장관회의에서 연구개발특구 개발사업의 경미한 변경 권한을 중앙에서 지방으로 위임하기로 결정했다고 밝혔다. 

이번 결정은 대전시의 지속 건의에 따른 결실로 시에서 추진 중인 특구개발사업에 탄력이 붙을 것으로 기대된다. 

특구개발사업은 추진 중 경미한 변경 사항 발생시 개발계획 승인권자인 과기정통부 장관의 승인이 필요해 절차적 지연이 불가피했다.

경미한 변경은 사업 면적의 10% 또는 3만㎡ 미만으로 제한돼 있어 기존 사업계획에 크게 영향을 미치지 않는다. 결과적으로 변경 권한이 시도지사에게 위임되면 신속한 절차 이행이 가능해진다. 

특히 대전시가 진행 중인 「국제과학비즈니스벨트 거점지구 조성사업」, 「탑립·전민지구 국가산업단지 조성사업」등이 혜택을 입을 것으로 보인다. 

또 앞으로 추진 예정인 하기지구 특구개발사업, 첨단바이오메디컬 혁신지구 조성사업 등도 가속도가 붙을 예정이다. 

과기정통부는 내년 상반기 중 특구법 시행령을 개정하고, 개정 전까지 경미한 변경에 대하여 신속한 승인을 추진하겠다는 입장이다.

이장우 대전시장은 “이번 결정을 환영한다”며 “특히 장기간 미개발 상태로 유지되고 있는 1지구(연구단지)에 대해 획기적인 개발 방안을 추진하겠다”고 밝혔다.
