대전시교육청이 기술적 지원을 총동원해 교원 교육활동 보호 강화에 총력을 다하겠다고 27일 밝혔다.

대전시교육청의 이 같은 조치는 악성민원과 무분별한 아동학대 신고를 예방하고 교원들의 정당한 교육활동을 보호하기 위한 조치로 해석된다.

특히 대전시교육청은 교육활동보호 강화를 위해 교육청 예비비와 교육부 특별교부금을 투입하여 대전 관내 모든 학교에 교원안심번호서비스를 제공하고, 자동녹음전화기‧통화연결음을 설치할 예정이라고 밝혔다. 

교원안심번호서비스는 별도의 가상 번호를 부여하여 개인 연락처 노출을 방지하고 연락 가능 시간도 개별 설정함으로써 교원의 교육활동 외 사생활을 보호하고 교원의 업무스트레스 경감 및 심리적 안정감을 확보해주는 시스템이다. 본 서비스는 오는 11월부터 대전 관내 모든 학교에 운영될 예정이다. 

자동녹음전화기는 민원대응 일원화를 위해 학교 대표번호(교장실, 교무실, 행정실 등)에 우선 설치하며, 2024년에는 대전 관내 모든 학교 내선번호에 자동녹음전화기를 설치할 예정이다. 

또한 대전 관내 모든 학교에 통화내용 녹음을 알리는 통화연결음을 설치하여, 폭언, 욕설 등과 같은 악성민원을 사전에 차단할 수 있는 환경을 만들고 민원의 사후 대응에도 대처할 수 있게 하여 교육공동체의 건강한 소통시스템을 구축할 예정이다. 

설동호 대전시교육감은 “무분별한 아동학대 신고와 악성 민원으로부터 교원의 교육활동을 보호하고 나아가 학생들의 학습권을 보장할 수 있도록 제도 및 예산 지원을 아끼지 않겠다.”라며 교육활동 보호를 위한 의지를 밝혔다.
