관세청의 드론를 활용한 항만 감시업무가 장비 고장 등의 이유로 제기능을 발휘하지 못하고 있을뿐 아니라, 작년 국정감사 이후 개선되지 않고 오히려 더 악화된 것으로 나타났다.

국회 기획재정위원회 소속 더불어민주당 홍성국 의원(세종특별자치시갑)이 관세청으로부터 제출받은 국정감사 자료에 따르면, 부산세관은 드론을 활용한 항만 감시업무가 2022년 5월부터 현재까지 중지됐고, 인천세관은 4대 중 2대만 운영하고 있다.

잦은 고장과 리콜로 인해 본연의 감시활동이 매우 저조한 것에 대해서는 작년 국정감사 지적사항이었고, 관세청은 개선방안을 마련하기로 했다.

그러나 1년이 지났지만 상황은 더 악화된 것으로 파악됐다. 부산세관은 구입한 드론 10대 전부를 운행하지 않고 있다. 1대는 불용처리, 9대는 작년 7월 하자신고 후 수리·점검 및 제품 대체 등을 진행하고 있는 실정이다.

인천세관은 4대의 드론 중 2대는 불용처리하고 남은 2대로 임무를 수행하고 있다. 그러나 올 7월부터 2개월간은 고장으로 인해 운행이 중단됐던 것으로 드러났다.

관세청은 2017년부터 2년간의 시범운영을 거쳐 2019년 부산세관에 10대(5.9억 원), 2020년 인천세관에 4대(3.9억 원)를 배치하여 항만감시 업무를 시작했으나, 적발 건수 제로의 초라한 성적표만 남기고 있는 상황이다.

홍성국 의원은 “마약 등을 밀수하는 자들의 수법은 점점 고도화되는데, 우리의 감시 능력은 오히려 뒷걸음치고 있다”고 평가하면서 “항만감시 임무를 제대로 수행할 수 있는 내구성 있는 장비를 신속히 배치할 수 있도록 관련 정부기관은 대안 마련에 심각하게 고심해야 한다”고 말했다.
