설동호 대전시교육감이 ‘악성민원과 교육활동 침해 전수조사 실시’ 의지를 밝혔다.

 

설 교육감은 15일 10시 30분 본청 8층 회의실에서‘교육활동보호 종합 대책’을 발표하면서 교육청 차원의 전수조사를 실시 하겠다 고 말했다. 

 

이번 기자간담회는 최근 대전 지역에서 발생한 초등교사의 극단적 선택으로 안타까운 사고가 발생하면서 교육계의 교권보호 목소리가 비등해 지면서 필요성을 감지한 대전시교육청이 사건 재발 방지와 교사들이 마음 놓고 교육활동에 집중할 수 있도록 악성민원 대응 방안 등을 담은 교육활동보호 종합 대책을 알리고자 마련되었다. 

 

설동호 교육감이 이날 밝힌 대책에는 현장에서 어려움을 겪고 있는 선생님들의 교육활동을 적극 보호하기 위해서 악성민원 및 교육활동 침해 관련 전수조사, 악성민원 대응 전담 부서 신설, 신고센터와 신속민원대응팀 운영, 1교 1변호사제 등을 추진하고, 교권 및 교육활동 보호를 위한 인성교육 강화, 학생-학부모-교원 대상 프로그램 운영을 통한 교육활동보호 역량 강화를 위해 더욱 힘쓰겠다는 내용이 담겨있다.

 

설 교육감은 악성민원 및 교육활동 침해 관련 전수조사를 실시하여 선생님께 맞춤형 지원을 적극 시행한다고 밝혔다.

 

이를 위해 대전시교육청은 모든 학교, 전 교원 대상으로 교육활동 침해 관련 전수조사를 9월 15일부터 9월 21일까지 1주일간 온라인을 통해 실시하고 필요한 경우 기간을 연장한다고 밝혔다. 

 

조사는 아동학대 사안, 교육활동 침해 사안, 학교폭력 업무 관련 사안, 생활지도 시 지속적인 민원 제기 사안, 안전사고로 인한 관련 사안 등 5개 영역으로 나누어서 악성민원의 경험 여부와 유형 및 내용, 악성민원으로 인한 교육활동 침해 정도 및 구체적 피해 사례 등을 파악한다. 전수조사 결과를 바탕으로 피해 교원에게 필요한 긴급 지원 내용을 파악하여 신속하게 해결한다.

 

설 교육감은 이어 교육청에 악성민원 대응 전담 부서를 신설하고, 신고 센터와 신속민원대응팀을 운영하여 악성민원에 적극 대응한다고 밝혔다.

 

이를 위해 ‘악성민원 대응 전담 부서’를 신설하여 민원으로 고통받거나 도움이 필요한 교사가 한 명도 소외되지 않도록 교육청이 적극 개입하고 중재하는 역할을 하게 된다. 

 

‘악성민원 신고센터’는 교육청의 악성 민원 신고 창구를 일원화하여 대표번호와 누리집 게시판을 통해 민원 접수 및 사안조사를 거쳐, 전문가와 연계하여 대응하게 된다. 

 

이어 1교 1변호사제를 추진하여 학교와 교사 대상 One-Stop 법률지원 서비스를 제공한다고 밝혔다.

 

학교나 교사가 법률 자문이나 상담이 필요할 경우 학교 전담 변호사를 통해 빠르고 쉽게 도움을 받을 수 있도록 한다. 이를 위해 대전지방변호사회와 업무협약을 체결하고 학교별로 변호사를 배정하여 신속하게 법률지원을 한다. 

 

법률상담 지원 범위는 교원지위법에 따른 교육활동 침해 관련 법률상담 ,무고성 아동학대 신고로 피해를 입은 교원 상담 ,교사와 학부모 사이의 분쟁 중재 및 조정 ,악성 민원 대응 상담 등을 제공한다. 

 

설 교육감은 또 교권 및 교육활동 보호를 위해 인성교육을 강화한다는 계획도 밝혔다.

특히 학교와 교원의 교육활동 보호를 위한 강화 방안으로 학교 녹음전화기 설치 및 선생님에게 교원안심번호서비스 제공 ,교육지원청에 교권보호위원회 설치 및 학교교권보호위원회 업무 이관 ,피해교원 보호조치 비용 처리 기간 단축 ,학교안전공제회에서 더욱 강화된 교원배상책임보장서비스 지원 ,에듀힐링센터(교원치유지원센터)를 교육활동보호센터로 확대 운영한다는 계획이다.
