대전시의회 황경아(국민의힘, 비례)의원이 대표 발의한 ‘대전광역시 중도장애인 사회복귀 지원 조례안’이 13일 복지환경위원회 심의를 통과했다.

조례안은 중도장애인의 사회참여를 촉진하고 권리를 보호하며 인간다운 삶을 영위하도록 중도장애인의 사회복귀에 필요한 사항을 마련하는 내용을 담고 있다.

황경아 의원은 “장애의 80% 이상이 불의의 사고나 질환으로 인한 후천적인 중도장애인데 병원에서 재활을 마치고 일상생활로 복귀할 수 있도록 지원할 수 있는 체계가 원활하지 않아 장기입원이나 재활난민상태인 장애인이 많다”며 조례제정을 통한 대전광역시 차원의 지원필요성을 설명했다. 

이번 조례안이 본회의에서 최종 통과하게 되면 전국최초로 제정되는 조례로, 선제적인 중도장애인 사회복귀 지원사업을 추진할 수 있을 것으로 기대된다.

한편 황경아 의원은 지난 3월 국외연수를 통해 호주 및 뉴질랜드의 척수장애인센터를 비롯한 중도장애인 지원체계를 벤치마킹하였으며, 제271회 제1차 정례회 시정질문을 통해 중도장애인의 사회복귀 지원체계 구축에 대하여 촉구한 바 있다.
