충남도의회가 13일 상임위 활동을 이어가고 있는 의원들이 발의한 찾아가는 이동 밥차로 노인 결식 예방, 원예농 수정벌 지원으로 농가 소득 보전, 체육환경 개선으로 학생 체육도 스마트하게, 교육공공기관 ESG 경영으로 사회적 책임 강화, 안전한 학교급식으로 학생 건강 보호 등 5개의 조례안을 심의 의결했다.

 

먼저 충남도의회 교육위원회는 전익현 의원(서천1·더불어민주당)이 대표 발의한 ‘충청남도 이동 밥차 운영 및 지원 조례안’이 상임위 심사를 통과했다고 13일 밝혔다.

 

이번 조례안은 도내에서 찾아가는 이동 밥차 운영으로 거동이 불편하거나 오지의 소외계층 노인에게 무료 급식을 제공함으로써 노인 결식을 예방하고 복지향상에 이바지하고자 마련됐다.

건설소방위원회는 13일 이용국 의원(서산2·국민의힘)이 대표 발의한 ‘충청남도 화분매개용 수정벌 지원에 관한 조례안’이 농수산해양위원회 심사를 통과했다고 밝혔다.

 

이 조례안은 기후변화와 도시화, 농약사용 등 최근 다양한 원인으로 꿀벌이 급감하면서 꿀벌 가격상승과 적기에 꿀벌을 확보하는 데 어려움을 겪고 있는 시설원예농을 돕기 위해 마련됐다. 또 고품질의 균일한 농산물 생산으로 도내 농가 경쟁력 제고에 이바지하고자 준비됐다.

이날 교육위원회는 구형서 의원(천안4·더불어민주당)이 대표 발의한 ‘충청남도교육청 스마트체육 활성화 지원 조례안’이 상임위 심사를 통과했다고 밝혔다.

 

이번 조례안은 도내 학생들의 체육활동을 스마트하게 혁신하고, 다양한 환경에서 안전하게 이루어질 수 있도록 마련됐다.

 

주요 내용으로는 ▲스마트체육의 목적 및 정의 ▲스마트체육의 기본계획 ▲사업추진 목록과 위원회 설치 ▲원활한 사업을 위한 협력체계 구축에 관한 사항 등을 담고 있다.

교육위원회는 이날 회의에서 박미옥 의원(비례·국민의힘)이 대표 발의한 ‘충청남도교육청 안전한 학교급식 운영에 관한 조례안’을 심의 의결했다.

 

이번 조례안은 현재 ｢충청남도교육청 학교급식 유전자변형식품등(GMO) 사용 억제에 관한 조례｣와 ｢충청남도교육청 방사능 등 유해물질로부터 안전한 식재료 사용에 관한 조례｣ 등 각각의 조례로 나누어져 있는 내용을 포괄하여 학교급식 운영에 필요한 사항들을 조례안에 담았다. 

 

조례안은 학교급식에 안전한 식재료가 공급될 수 있도록 매년 학교급식계획을 수립·시행하도록 하고, 계획에 식재료 검사품목·시기·방법과 검사 결과에 따른 조치 등에 관한 검사체계가 포함되도록 했다. 또한 각급 학교별 급식계획 시행을 점검하고, 우수한 식재료 사용을 위한 모니터링 체계를 구축하도록 했다.
