방한일 충남도의원(예산1·국민의힘)이 충남도가 시행하고 있는 ‘청년주택임차보증금 이자지원사업’이 청년들에게 외면받고 있다고 지적하고 김태흠 지사를 향해 개선방안에 대한 질문을 던졌다.

지난 11일 열린 충남도의회 제347회 임시회 2차 본회의 도정질문에서 방 의원은 “IMF 이후 청년세대의 사회경제적 기반은 급격하게 약화되었고, 자산축적을 통한 안정적인 자가 가구로의 이행이 어려워지고 있다”며 “대학생이나 사회 초년생은 주거비 부담으로, 고시원이나 옥탑방과 같은 열악한 주택을 선택하거나, 도시와 떨어진 농촌지역에 주택을 마련해 원거리 통학이나 출·퇴근을 하는 어려움을 겪고 있다”고 설명했다.

방 의원은 “최근 1인가구의 증가 추세로 20~30대 1인가구를 합산하면 전체 1인가구의 36.9%를 차지해 1인가구 중 비중이 제일 높지만, 청년 1인가구를 대상으로 하는 지원사업은 매우 부족하다”고 지적했다.

이어 “주거독립을 위해 새로이 주택임대차 시장에 진입하고자 하는 청년이 부모 도움이나 은행 대출 없이 보증금을 스스로 마련하는 것은 하늘의 별따기만큼 어려워졌다”고 밝혔다. 그러면서 “소득1분위(소득하위 20%)일 경우 준전세의 보증금 1억원을 마련하려면 처분가능소득을 한 푼도 쓰지 않고 모을 때 8년 6개월이 소요된다”고 부연했다.

방 의원은 현재 충남도에서 시행하고 있는 청년 주거부담 완화 지원사업의 부족함을 지적하고 “2019년부터 지원 중인 ‘주택임대차보증금 이자지원사업’이 올해 8월 기준, 38건 선정에 그치는 등 도민에게 외면받고 있는 사업이 되고 있다”며 사업의 재검토를 요청했다.

이어 김태흠 지사에게 지난 10년간 충남도가 충남의 청년 주거비 부담을 완화하기 위해 어떠한 노력을 했는지 질의하고, 사업추진 상황을 상세히 설명해 달라고 요청했다.
