충남도의회 기획경제위원회(위원장 김명숙, 이하 기경위)가 충남도 산업경제실 소관 출연계획안에 대해 재심의를 결정했다.

기경위는 8일 열린 제347회 임시회 제1차 회의에서 산업경제실 소관 출연계획안 심의를 마치지 못하고 18일로 심사를 보류했다고 밝혔다.

기경위의 심사보류 결정은 산업경제실의 자료 제출이 미흡하다는 이유로 심의 결정을 내렸다.

이날 회의에서 김명숙 위원장(청양·더불어민주당)은 산업경제실 소관 2023년도 제5회 출연계획안 심의와 관련해 공모사업의 합리적 추진을 당부했다. 

김 위원장은 “공모사업 선정으로 8건의 신규 출연사업을 제출했는데, 국비 확보라는 명분으로 도비를 출연하는 것이 맞는지 필요성에 대해 의회와 논의했어야 한다”며 “이렇게 계속해서 공모사업의 수행이 늘어나면 산업경제실의 인력으로 다수의 출연사업을 지도·점검하는데 어려움만 늘어날 수 있다”고 지적했다. 

이어 “공모사업을 통한 국비 확보로 예산 규모가 증가할 수 있겠지만, 도비를 같이 편성하면서 자율적으로 실시할 수 있는 사업이 줄어들 수 있는 만큼 진정 도민에게 필요한 사업이 무엇인지 고민해달라”고 주문했다.

윤기형 부위원장(논산1·국민의힘)은 수소상용차 부품 성능 검증 기반구축사업과 고성능 전기차용 전동화 시스템 성능평가 기반구축 사업과 관련하여 “시대가 빠르게 변하는 만큼 다양하고 새로운 제품 쏟아지고 있다”며 “총 사업 기간이 5년인데 평가 방법이나 예산 편성 또한 이러한 부분에 발맞춰 이루어져야 한다”고 당부했다 

김석곤 위원(금산1·국민의힘)은 메타버스 기반 산업단지 고도화 사업과 관련하여 “기업의 생산, 공정, 품질검사 등을 위한 생산성 콘텐츠를 개발하여 생산 효율성을 높일 수 있다는 점은 긍정적이나 사업비 중 인건비 산출내역에 한 명의 인력이 소요되는데 한 명의 인력이 사업을 관리하고 추진할 수 있을지 우려스럽다”고 지적하였다.

이종화 위원(홍성2·국민의힘)은 AI 메타버스 기반 재난안전관리체계 강화 사업과 관련 “다중 밀집 인파 사고 등 재난 사고에 대비하는 것은 중요하다”며 “하지만 많은 예산이 소요되는데 그만큼 얼마만큼의 사업 효과가 있는지, 다른 부분으로 대체할 수 있는지 다각적 검토가 필요하다”고 지적했다.

이재운 위원(계룡·국민의힘)은 “올해 하반기 2023년도 출연계획안과 2024년도 출연계획안의 산출 예산이 비슷하다”며 “사업비 산출 시 일관성이 있으며, 적절한 비용이 편성될 수 있도록 충분한 검토가 필요하다”고 지적했다.

이지윤 위원(비례·더불어민주당)은 “인건비, 연구시설비 등의 비용이 적혀있는데 몇 명에 대한 인건비인지 세부적인 산출 내역이 없다”고 지적하고 “올해 하반기가 3개월 정도 남았는데 남은 기간동안 사업비가 제대로 쓰일 수 있도록 사업추진 시 잘 살펴봐 달라”고 주문했다.

한편 이날 보류된 도산업경제실 소관 출연계획안과 조례안, 동의안 심의는 오는 18일 제4차 회의에서 이어질 예정이다.
