대전시교육청이 오는 4일 학생들의 교외 체험학습 불허입장을 밝히면서 교사노조 등이 반발하고 나섰다.

지난 2일 대전시교육청과 대전교사노조에 따르면 최근 일부 초등학교에서 오는 4일 학교 자체 특별 프로그램 또는 단축수업을 진행한다는 내용과 함께 교외 체험학습 신청 방법을 설명한 가정통신문을 전달했다.

 

4일 서울 서이초 교사 49재에 교사들의 참여로 정상적인 수업이 어려울 것에 대비해 학부모들에게 알리기 위한 목적이다.

 

하지만 대전시교육청이 가정통신문을 보낸 학교들에게 전화를 걸어 교외 체험학습 불가를 통보했고, 이에 해당 학교는 학부모들에게 4일 교외 체험학습 철회 협조를 요청하는 가정통신문을 추가 발송했다.

 

이에 대전교사노조는 2일 대전시교육청의 9.4 공교육 정상화의 날 운영에 대한 학교장의 재량권을 침해했다는 내용의 성명서를 발표했다.

 

성명서에서 교사노조는 "교육청의 전화 통보는 단위학교의 민주적인 의사결정 과정을 침해한 것"이라며 "4일 교외 체험학습을 신청한 학부모에게 강행할 경우 미인정 결석 처리가 된다고 안내한 것은 학부모의 권리를 침해했다"고 성토했다.

 

현행 초·중등교육법 시행령 제48조 제5항에 따르면 학교의 장은 교육상 필요한 경우 보호자의 동의를 얻어 교외체험학습을 허가할 수 있다고 명시하고 있다.

 

또 학교생활기록 작성 및 관리지침 출결사항 관리에 따르면 학폭에 따른 출석정지, 태만, 가출 등 고의 결석, 기타 합당하지 않은 사유 등으로 결석할 경우 미인정 결석 처리될 수 있다 라고 밝히고 있다.

 

대전지역 학부모와 교육단체들도 대전교육청의 일방적인 교육부의 지침 따르기에 비판의 목소리를 높였다.

 

대전학부모연대와 대전교육연구소, 대전교육희망네트워크, 평등교육실현을위한대전학부모회도 공동 성명을 통해 "공교육의 심각한 위기와 선생님들의 절박하고 간절한 외침을 협박으로 일관하고 있는 교육부와 시교육청의 태도에 분노하지 않을 수 없다"고 밝혔다.

 

이에 대해 시교육청은 "교육부가 4일 교사들의 단체행동이 위법하다고 발표한 상황에서 해당 가정통신문의 내용이 문제의 소지가 있다고 판단해 안내한 것"이라고 해명했다.

 

대전시교육청의 교외체험학습 불허 통보가 알려지자 대전시교육청 정문 앞에는 대전시교육청을 성토하는 근조 화환 수십개가 세워졌고, 화환에는 대전시교육청과 설동호 교육감에 대한 인신공격성 문구까지 등장하면서 교사들의 심경을 전달했다.
