충남도의회가 1일 논산시농업기술센터에서 ‘농민을 위한 농업예산 연구’를 주제로 의정토론회를 개최하고, 충남의 농업예산 확대와 산업으로서 농업경쟁력 강화를 위해 한 방안을 모색했다고 밝혔다.

충남도의회는 이번 토론회에서 농업은 미래 식량안보산업이자 성장산업으로서 중요성이 확대되고 있음에도 그 예산 비중은 감소하고 있는 추세라고 진단하고, 농민 소득증대와 농가 경영안정을 뒷받침하고 매력적인 농촌 공간을 조성함으로써, 농업의 경쟁력을 확보하고 지속가능성을 높이고자 농업예산 확대 방안을 논의했다. 

이번 토론회는 오인환 의원(논산2·더불어민주당)이 좌장을 맡았으며, 이상민 나라살림연구소 수석연구위원이 발제를 진행했다. 이어 이정숙 논산시귀농귀촌인연합회 회장과 이택현 논산시농어업회의소 사무국장, 석영환 논산품목연구연합회 회장, 양두규 충청남도 농업정책과장이 토론자로 참여했다. 

이날 토론회 발제를 맡은 이상민 수석연구위원은 2022~2023년 정부의 농업예산과 충남도의 예산, 충남과 논산의 농업예산을 분석해 발표했다. 최근 10년간 정부의 농림수산 지출 비중은 2013년 기준 5.4%에서 올해 3.8%로 지속적으로 줄고 있으며, 농림수산 예산증감률 또한 2020년 7.4%로 최근 10년 사이 가장 높은 수치를 기록한 뒤, 2021년 5.3%, 2022년 4.5%, 2023년 2.9%로 감소했다. 올해 농림해양 예산 비중은 충남도가 9.8%, 논산시가 12.5%다.

오인환 의원은 “농업은 대한민국 발전의 근원이며 행복한 농민이 생산한 농산물이 국민의 건강과 행복을 책임진다”며 “농촌 지원 강화와 농업의 성장산업화를 통해 더 나은 농업의 미래를 준비해야 한다”고 말했다. 

그러면서 “이번 의정토론회가 농업의 현실과 가치를 재확인하는 기회가 됐다”며 “농업의 지속가능과 경쟁력 강화를 위해 필요한 행정·제도적 방안들을 모색할 것”이라고 강조했다.
