충남도의회가 홍성현 의원(천안1·국민의힘)이 대표 발의한 ‘충청남도교육청 학교복합시설 설치 및 운영에 관한 조례안’을 예고했다고 29일 밝혔다.

해당 조례는 지역주민의 문화, 여가, 평생교육 등을 위한 학교복합시설 설치 및 운영을 위한 조례로, 조례안에 따르면 학교복합시설 설치는 학교운영위원회에 심의를 거쳐야 하고, 학교 교육활동 및 학생 안전 등에 지장이 없는 범위에서 지역주민이 이용할 수 있도록 개방되며, 개방시간은 시설별로 달리 정할 수 있다.

또한 사건·사고에 대비해 보험에 가입할 수 있도록 규정하였고, 도지사 및 시장·군수와의 협력을 통해 행정적·재정적 지원이 제공될 수 있도록 했다.

홍 의원은 “학교복합시설은 학교와 지역에서 필요한 교육·돌봄·문화·체육시설 등을 학교에 설치하여 운영하는 시설로 학생과 지역주민이 함께 이용할 수 있는 다양한 복합시설로 구성되어 있다”며 “학교시설 활용은 학교와 지역사회의 상생발전 및 지방소멸 위기 극복, 농어촌 교육과 정주여건 개선을 위해 꼭 필요한 사업”이라고 말했다.

한편 교육부는 학교복합시설 운영을 위해 향후 5년간(2023~2027년) 1조 8000억 원의 사업비를 투자해 연평균 40개교씩 총 200개 학교를 선정·지원할 예정이다. 지원규모는 기초지자체의 재정자립도에 따라 차등 지원되며, 인구감소지역은 ‘인구감소지역 지원 특별법’에 따라 10% 가산이 적용될 예정이다. 충남의 인구감소지역으로는 공주, 금산, 논산, 보령, 부여, 서천, 예산, 청양, 태안이 포함된다.
