지난 13일부터 이어진 장맛비로 인해 수해가 발생하면서 특별재난지역으로 선포된 충남 논산시가 거센 비가 잠시나마 멈춘 틈을 활용해 응급 복구 및 피해 조사에 나서고 있다. 

20일 현재 유실된 금강 제방을 복원하는 작업은 95% 완료된 것으로 전해졌으며, 논산천 제방은 40% 이상 작업이 진행됐고, 도로 통제도 통제되었던 총 16곳의 도로 중 5곳을 제외하고는 정상 소통 중이다. 

또한 주거지 침수에 대비해 임시 대피시설로 피신해있던 주민 848세대 중 20세대를 제외하고는 모두 귀가한 상황이다. 

논산시 관계자는 “피해 조사 및 주민 지원에 최선을 다하고 있다”며 “이번 주말 또다시 비 예보가 있어 안심할 단계가 아니다. 추가 피해 최소화를 위해 촘촘한 현장 점검에 임할 것”이라 밝혔다.

이러한 가운데 논산시는 지난 19일 오전 정부가 선포한 13개 특별재난지역에 포함되어 재해 복구에 탄력을 얻게 됐다. 

백성현 시장은 최근 각각 논산을 방문한 윤석열 대통령과 한덕수 국무총리에게 특별재난지역으로 선포해 줄 것을 건의하며 국가적 지원을 요청한 바 있다.

특별재난지역으로 지정되면 재해 복구에 쓰이는 예산의 일부(논산의 경우 71.6% 추정)를 국비로 보조받을 수 있음은 물론 보험료ㆍ전기료ㆍ가스요금 감면 및 세제 혜택 등 각종 간접적 지원 역시 이뤄진다.

백성현 시장은 “논산시민은 언제나 용감한 정신으로 위기를 이겨내 온 위대한 시민들”이라며 “하나 된 마음으로 수마가 할퀸 상처를 함께 치유하며 다시 일어설 것”이라는 응원의 메시지를 전했다.
