세종시에는 행사 관련 안전 관리 조례가 없으면서  제정이 시급하다는 지적이 나왔다.

2일 세종시의회 김효숙 의원(나성동, 민주당)은 “현재 대전 및 광주, 제주도 등 대다수의 타 지자체에서는 옥외 행사 안전 관리에 대한 조례가 제정돼 있다”며 “세종시의 경우 아직 관련 조례가 없는 만큼 시급히 제정될 필요가 있다”고 주장했다.

김 의원은 “타 지자체에서 제정된 대부분의 조례에 지자체나 출연기관, 보조금을 받은 기관이나 단체가 행사를 주최할 경우 안전 점검을 하도록 규정돼 있지만, 이태원 참사처럼 자발적으로 대규모 인원이 모이는 행사에 대한 규정은 없다”며 “우리 시에서 관련 조례를 제정할 때 주최자가 없는 행사에도 안전 점검 규정을 적용할 수 있도록 힘을 모아야 한다”고 설명했다.

또 “최근 세종시에서 참가자만 1,600여명에 달했던 태권도 관련 행사가 열렸던 만큼 다수가 운집하는 행사는 옥외뿐 아니라 실내에서도 대규모로 열릴 수 있다는 점 등을 전반적으로 검토해 조례를 제정하겠다”는 의지도 내비쳤다. 

김 의원은 "현재 옥외 행사 안전 관리에 대한 조례는 전라남도와 전라북도, 제주도, 청주, 천안, 울산, 광주뿐 아니라 대전시 동구‧서구‧대덕구, 경기도 구리‧군포 등 기초자치단체를 포함 총 68곳에 제정돼 있다"고 파악했다.
