                        1. 4.19혁명 제62주년의 역사적 의의와 과제
  

2022년 4월 19일은 4.19혁명 제62주년이 되는 아주 뜻 깊은 역사적인 날이다.
  

4.19혁명은 1960년 4월 19일부터 4월 26일까지 1주일 간 대한한국 전역에서 이승만 정권의 독재와 3.15부정선거에 항거해 청년 학생들과 시민들이 들고 일어나서 대한민국 제1공화국을 붕괴시킨 자유민주주의 시민혁명이다.

이승만의 자유당 독재정권이 인권을 탄압하고 3.15 부정선거로 정권을 연장하려 하자 대구, 대전, 마산, 광주, 청주, 충주, 수원, 서울 등 대도시의 청년 학생들과 시민들이 항거하여 대대적으로 시위를 벌였다. 그런데 곤봉과 총으로 무장한 경찰들이 무자비하게 학생 시위를 진압하는 과정에 학생들이 목숨을 잃고 중상을 당하는 어처구니없는 사태가 발생하고 말았다.

 

게다가 3·15 부정 선거의 무효와 재선거를 주장하던 3·15 마산의거에 참여한 김주열(金朱烈, 16세) 마산상고 학생이 실종된 지 27일 후인 4월 11일 아침 마산 중앙부두 앞바다에서 왼쪽 눈에 경찰이 쏜 최루탄이 박힌 채 시신으로 떠올라 국민들이 분노하자 시위는 전국으로 확산되어 결국 4.19혁명이 터지고 말았다.

4.19혁명은 전국의 초·중·고·대학생, 일반 시민, 교수 등 남녀노소 10여 만 명이 참여해 대대적으로 격렬한 시위를 벌여 1960년 4월 26일 이승만 대통령을 하야시키고 6월 15일 제2공화국을 탄생시켜 대한민국의 민주주의 발전에 크게 기여했으나 많은 희생을 치루고 말았다. 실제로 시위 진압에 동원된 무장 경찰들과 깡패들이 최루탄을 쏘거나 곤봉을 휘두르거나 총을 발사하여 4.19혁명 과정에서 186명이 사망했고, 1500여 명이 부상을 당해 유가족들의 마음을 지금도 아프게 하고 있다.

특히 4월 18일 국회의사당 앞에서 구속된 동료 학우들의 석방과 학원 자유를 요구하며 평화시위를 벌인 후 귀가하던 고려대 학생들이 청계천 4가를 지날 때에 경찰과 모의한 반공청년단이라는 정치깡패들의 습격을 받고 중상을 입어 도로 여기저기에 쓰러지자 애국 시민들이 분노했다. 그리고 시민들의 요구가 한꺼번에 폭발하여 시위가 난무하는 바람에 사회질서가 혼란하고, 경찰서 등 관공서 건물이 파손되어 많은 피해를 입었다.

국가보훈처에서는 4.19혁명 정신을 기리기 위해 서울특별시 강북구 수유동 4.19로 8길 17에 국립 4.19 민주묘지 · 기념탑 · 기념관을 조성하고, 인근의 경전철 역명을 4.19민주묘지역으로 정했다.
  

4·19묘지에는 445분의 4․19혁명 민주영령들이 안장되어 있고, 1995년 4·19혁명 35주년에 국립묘지로 승격되었다. 그래서 4·19묘지는 민주성지로 불리고 있다.
 

앞으로 4.19혁명 정신인 자유, 민주, 정의를 창조적으로 계승 발전시켜 자유민주주의 정치체제를 확고하게 수립하기 위해서는 학교교육과 사회교육에서 4.19혁명 관련 민주시민교육을 대폭 강화해야 한다.


                 2. 국가보훈처가 주최하는 4.19혁명 제62주년 기념식
  

국가보훈처는 2022년 4월 19일 오전 11시 서울 강북구 국립4·19민주묘지에서 '바다로 가는 강물처럼'이라는 주제로 4·19혁명 유공자와 유족, 정부 주요 인사, 학생 등 약 200명이 참석한 가운데 '제62주년 4·19혁명 기념식'을 헌화·분향, 국민의례, 여는 영상, 기념공연 1막, 기념사, 기념공연 2막, '4·19의 노래' 제창 등의 순서로 50분간 개최했다.

  

'여는 영상'은 1960년 당시의 생생한 현장 소리가 담긴 라디오 중계방송이 활용되었다.
 

헌화·분향에는 4·19혁명 관련 단체장과 참여학교(고려대, 서울대, 동국대, 대광고) 학생들이 함께 참여했다. 또 배우 우상전 · 안영은이 4·19 혁명 첫 사망자인 고(故) 노희두 씨와 4월 26일 대통령 하야 당일 시위현장을 기록했던 민주유공자 이재영 씨의 이야기를 담은 편지, 일기 등을 각각 독백 형태 연극으로 소개했다.
 

뮤지컬 배우 박혜나는 4·19연합합창단과 함께 '민들레 홀씨되어'를 노래했다.
