                                  1. 3.1운동의 발생 배경

 

3.1운동은 한민족 최대의 독립만세운동으로 일제의 부당한 조선 점령과 무단통치, 윌슨의 민족자결주의 원칙, 중국 동북부 길림성의 무오독립선언과 동경 유학생의 2․ 8독립선언, 김규식(金奎植)의 독립 시위 주문, 고종의 독살설 등이 직접적인 원인이 되어 발생했다. 특히 고종의 독살설을 전해 듣고 분개하여 인산일인 1919년 3월 3일 전국에서 구름처럼 몰려온 수십만 군중의 대부분이 한양 한복판에서 시위를 벌였다. 

 

3.1운동은 민족종교인 천도교, 기독교, 불교가 주도했다. 천도교와 기독교 인사들의 연합으로 만세 시위 계획과 장소가 결정되었다.

 

독립선언서 초안은 육당(六堂) 최남선(崔南善)이 작성하였고, 춘원(春園) 이광수(李光洙)가 교정을 보았으며, 만해(萬海) 한용운(韓龍雲)이 공약 3장을 덧붙였다.

 

                                    2. 3.1운동의 경과

 

원래 3.1운동은 3월 3일로 예정되었으나, 옥파(沃坡) 이종일(李鍾一)이 보성사(普成社)에서 독립선언서를 인쇄하다가 종로경찰서 고등계 형사인 신철(申哲: 일명 申勝熙)에게 발각되는 바람에 3월 1일로 앞당겼다. 2월 28일경 의암(義菴) 손병희(孫秉熙)의 집에 모여 유혈 충돌을 피하기 위해 약속 장소인 탑골 공원에 나가지 않기로 결정하였고, 민족대표가 모일 장소는 태화관으로 바뀌었다.

 

1919년 3월 1일 오후 2시에 모이기로 했던 조선의 민족대표 33인은 늦게 온 사람이 있어 오후 3시가 되어서야 길선주, 유여대, 김병조, 정춘수를 제외한 29인이 모였다.

 

그들은 서울시 종로구 인사동의 태화관에서 조선이 독립국임을 선언하였고, 모든 행사가 끝난 때가 오후 4시 무렵이었다.

한편 오후 2시에 태화관과 300미터 떨어진 원래 약속 장소였던 탑골공원에서는 학생들이 모여들었다. 민족대표 33인이 보이지 않아 한동안 당황하였으나 경신학교 출신 정재용이 팔각정에 올라가 독립선언서를 낭독했다. 그러자 탑골공원에 모인 천여 명의 학생이 목이 터져라 독립만세를 외쳤다. 자그마한 태극기와 선언서가 하늘에서 내리는 꽃비처럼 쏟아졌다.

 

시위 군중은 두 갈래로 나뉘어 행진을 하였는데, 한 갈래는 종로 보신각을 지나 남대문 쪽으로 향하고, 한 갈래는 매일신보사 옆을 지나 대한문을 향하였다.

 

대한문에 도착한 군중을 이끌던 사람이 덕수궁의 혼전에 나아가 세 번 절하고 계속 만세를 불렀다. 그리고 계속 진행하여 서대문을 돌아 태평로를 지나 미국 영사관에 이르렀다. 종로에 이르러 다시 연설을 하자 일본 헌병과 기마병들은 칼을 휘두르며 해산시키려 하였다. 그러나 군중들은 태연자약한 태도로 물러가지 않다가 6시가 되어서 자진해산하였다. 다음 날 총독부는 독립단을 수색하고 체포하여 투옥하였는데 그 숫자가 1만여 명에 이르렀다.

3.1독립만세운동은 삽시간에 전국으로 퍼져나가 주로 3월 1일부터 4월 30일까지 함경남도 북청, 평남 강서군 사천, 평북 정주군 곽산, 경남 창원시 삼진, 충남 천안시 병천, 충북 괴산군 괴산읍, 대전 인동장터, 경북 대구, 부산 동래, 전북 남원과 군산, 전남 완도군 소안면 소안도, 경기도 수원시 향남면 제암리, 평남 맹산, 만주 용정 등 한반도 전역에서 거세게 벌어져 일제를 당혹케 했다. 임종국(林鍾國)의 '실록 친일파'에 따르면, 60일 동안 전국에서 1,214회의 항일독립만세 운동이 벌어졌다고 한다.

 

3.1운동은 일본과 연해주 등 해외에서도 벌어져 1년여 동안이나 지속되었다. 조선총독부의 공식 집계에 따르면, 106만 명(1919년 3월 당시 전체 인구 1,678만 8,400명 중 6.32%)이 3.1운동에 참가하였고, 진압 과정에서 553명이 사망하였으며, 12,000명이 체포되어 고초를 겪었다.

 

그리고 3·1운동 이후 3개월간 만세운동 상황은 202만 3,089명이 시위에 참가하였으며, 시위 횟수는 1,542회에 달한다. 무려 사망자가 7,509명, 부상자가 15,961명, 피체포자가 46,948명에 이르렀으며, 헐리고 불탄 민가가 715호, 교회가 47개소, 학교가 2개교였다고 한다.

 

                                   3. 3.1운동의 영향

 

3.1운동의 결과 독립은 하지 못하고 많은 피해를 입었지만, 한민족의 독립의지를 세계 여러 나라에 널리 알렸다. 그리고 중국 상해에 민주 공화제의 대한민국 임시 정부가 수립됨으로써 19세기 후반부터 이어져 온 근대 국민 국가 수립운동이 첫 결실을 맺었다.

 

또한 조선총독부가 무단통치를 문화 통치로 바꾸어 단체 활동 및 언론 활동이 허가되었고 아주 기초적인 초등 교육이 확대되었다. 그런가 하면 중국의 5·4 운동, 인도의 반영운동, 베트남·필리핀·이집트의 독립운동에도 영향을 끼쳤다.

 

그러나 한국은 1945년 8월 15일 일제로부터 해방된 지 78년이 지난 지금까지도 국토가 분단되어 남북한이 군사적 대치 상태에 있고, 일재의 잔재를 말끔하게 청산하지 못해 완전한 자주독립국가를 이룩하지 못하고 있는 안타까운 실정이다.

 

그리고 나라의 독립을 위해 목숨을 바친 독립운동가와 그 후손들은 대부분 국가로부터 보상을 받지 못해 고생하고 있는데 반해 친일매국노와 그 후손들은 대부분 해방 후에도 정치권력을 잡고 떵떵거리며 잘 살고 있어 민족정기가 바로 서지 못하고 있다.

 

                               4. 3.1운동 104주년 기념행사

 

천안청년회의소가 주최·주관하고 천안시가 후원하는 ‘3.1운동 제104주년 기념 2023 아우내봉화제’가 지난 2월 28일 천안시 동남구 병천면 사적관리소 광장 및 아우내장터 일원에서 3.1운동 당시 호서지방 최대 규모였던 아우내 독립만세 운동을 기념하고 유관순 열사와 순국선열들의 나라사랑 정신을 계승 발전시키기 위해 내빈과 유족, 시민 등 2000여 명이 참석한 가운데 유관순열사 추모각 참배, 순국자 추모제 등 추모의례와 기념식, 횃불행진, 불꽃놀이 순으로 개최되었다.

 

이번 행사의 하이라이트인 횃불행진은 참가자들이 횃불을 들고 대형태극기를 앞세워 사적관리소 광장에서 출발해 아우내장터에 위치한 동남구 문화원까지 총 1.2km 구간을 걸으며 만세를 재연했다.

 

행사장에는 태극기 만들기, 페이스페인팅, 에어바운스, 3·1절 골든벨 코너 등이 마련돼 어린이부터 노년층까지 참가자들에게 즐거움을 선사했다.

박상돈 천안시장은 “3.1운동 104주년을 기념해 열리는 이번 아우내 봉화제는 애국 충절의 고장 천안의 이미지를 널리 알리고 천안시민의 자긍심을 드높일 것으로 기대한다”고 말했다.

 

서울 중구 이화여고 내 유관순 기념관에서는 애국지사 및 독립유공자와 유족, 주요 공직자 및 각계 대표, 주한외교단, 시민 등 1300여명이 참석한 가운데에 '다시, 대한민국! 새로운 국민의 나라'를 주제로 '제104주년 3·1절 기념식'을 거행했다. 

 

이날 기념식에는 애국지사 및 독립유공자와 유족, 주요 공직자 및 각계 대표, 주한외교단, 시민 등 1300여명이 참석했다. 지난 3년간 3·1절 기념식은 코로나로 인해 비대면 소규모 행사로 진행됐지만, 이번에는 각계 국민과 함께 현장성을 살린 규모 있는 행사로 진행됐다.

 

민족대표 33인을 상징하는 33개의 태극기 입장과 함께 시작된 기념식은 이종찬 우당재단 이사장의 개회선언, 주제 영상 상영, 독립유공자에 대한 포상, 전국의 3·1운동 유적지에서 사전 촬영한 영상 낭독과 기념식장 현장 낭독, 독립선언서 낭독, 독립운동가들의 독립을 향한 열망을 표현한 공연과 대합창, 만세삼창의 순서로 진행됐다.
