대전시가 27일 ‘중대재해처벌 등에 관한 법률’(이하 중대재해처벌법) 시행에 맞춰 시민재해 제로화 정책을 본격 추진한다고 밝혔다.

중대재해처벌법은 안전보건의무를 이행하지 않아 중대재해가 발생할 경우 책임자(사업주, 법인, 공무원 등) 처벌을 규정, 재해를 예방하고 시민과 근로자를 보호하는 위해 마련됐다.

이에 따라 시는 안전보건, 시민재해, 산업재해 등 재해관련 분야별 대응계획을 수립하고 중대재해처벌법이 조속히 안착시키기 위한 모든 수단을 전개할 방침이다. 

안전보건관리체계는 반기 1회 이상 안전계획 점검 후 개선사항을 도출하는 환류체계를 마련, 사각지대 없는 예방체계를 확보할 계획이다. 

시민재해관리체계는 중대한 재해를 사전에 발견하고 조치하는 점검프로젝트를 연 1회 이상 실시하고, 중대재해 발생시 신속히 대응 할 수 있는 유형별 매뉴얼 마련, 과학적 조사·분석에 따른 재발방지대책 수립 등을 체계적으로 갖추는 것을 목표로 한다. 

산업재해관리체계는 관내 모든 사업장에서 중대 재해가 발생치 않도록 현장관리 강화, 사업장 특성에 따른 맞춤 컨설팅 등을 시행하고, 특히 현장점검을 강화한 중대산업재해대응TF, 민간 의견수렴을 위한 중대산업재해예방위원회 구성으로 실질적 예방효과를 극대화시킬 예정이다.

또 시청내부 직원 및 근로자에 대한 중대산업재해 안전보건관리체계 구축과 안전․보건 의무이행 관련 필요한 관리를 추진한다.

허태정 대전광역시장은 26일 시청 소회의실에서 중대재해처벌법 전면 시행에 대한보고회를 열고 관련 실국별 추진계획을 점검했다.
