민선 5‧6‧7기 논산시장을 역임해 온 황명선 논산시장이 17일 오후 4시 시청 회의실에서 가족과 150여 명의 공직자 등이 참석한 가운데 퇴임식을 갖고 12년에 걸친 시장 임기를 마무리했다.

황명선 논산시장은 퇴임사를 통해 “2010년 민선 5기 취임 시‘시민’이 우선이고 ‘사람’이 먼저인 사람 사는 세상을 만들겠다고 다짐하고 약속했다”며 “긴 시간 동안 아낌없는 응원과 지지로 3선 시장이라는 명예를 안겨주신 논산시민 여러분께 고개 숙여 감사드린다”고 말했다.
 
이어 “따뜻한 행복공동체 ‘동고동락’을 완성하겠다는 굳은 각오와 다짐은 수많은 혁신과 성과로 이어지기도 했고, 꽃필 날을 기다리는 열매가 되었다”며 “새벽부터 밤늦게까지 휴일 없는 강행군의 날들이었지만, 고향 논산과 시민을 위해 일할 수 있음에 행복하고 벅찬 시간들이었다”고 말했다.

그러면서“논산시가 12년간 이어온 도전과 혁신은 ‘논산이 하면 대한민국의 표준이 된다’는 수식어를 만들어냈고, 논산형 세일즈 행정이 이뤄낸 성과들은 논산의 미래 100년을 이끌 원동력이 되었다”며 “아울러 시민의 생명과 안전, 더 나은 삶을 위한 노력들은 따뜻한 행복공동체 ‘동고동락’의 완성으로 이어져 남녀노소 모두 함께 웃을 수 있었다”며 임기를 돌아봤다.

또한 “논산시는 ‘시민에 의한 정부, 시민을 위한 정부’로서 모든 시정의 바탕에 ‘사람중심’가치를 담아 대한민국 최고 행복 1번지로 거듭날 수 있었다”며“아직 여물지 않은 열매들이 내일을 기다리고 있는 만큼 논산 시민 여러분과 공직자분들이 지혜를 모아 논산의 지속가능한 발전을 위해 힘써주시기 바란다”는 당부의 말도 함께 남겼다.

이어“시민의 더 나은 삶을 위해 펼쳐온 수많은 정책과 사업들, 어느 하나 쉽게 이뤄진 것이 없었지만 매번 힘과 지혜를 준 것이 바로 시민 여러분의 뜻과 격려였다”며 “연대와 상생, 참여의 힘을 바탕으로 풀뿌리 자치분권의 저력을 보여주신 시민 여러분께 존경을 표하며 논산은 앞으로도 대한민국의  표준이 되는 모범 지방정부가 될 것이라 믿어 의심치 않는다”고 말했다.

그는 끝으로 “많은 부족함에도 믿고 감싸고 응원해주신 시민 여러분의 은혜를 저 위대한 논산시민 여러분과 함께 동고동락할 수 있어 행복했다”며 “그동안 큰 사랑을 보내주시고 긴 걸음 동행해주신 모든 분들에게 다시 한번 감사드린다”는 소회를 전했다.

 황 시장은 이날 사무인계인수서에 서명하는 것을 마지막으로 모든 공식 업무를 마무리했으며 이후 논산시정은 민선 8기 출범 전날까지 부시장의 시장권한대행 체제로 운영된다.
