박영순 의원, 주거위기 가구 지원 관련 정책 토론회 개최

더불어민주당 박영순 의원(대전시 대덕구·국토위)이 12일 국회의원회관 제1소회의실에서 코로나19 팬데믹 장기화로 주거위기를 겪고 있는 비주택거주자 지원을 위한 「비주택거주자 이주·정착지원사업 효율성 강화를 위한 정책토론회」를 개최했다고 밝혔다.

 

이번 토론회는 코로나19 팬데믹 장기화로 일자리 상실, 소득감소 등 주거위기 가구가 증가하고 있고, 열악한 주거환경으로 집단감염에 취약한 비주택거주자의 신속한 주거 지원의 필요성이 커지면서 마련된 자리다.

 

토론회에서는 현재 시행 2년차인 국토부의 ‘주거취약계층 주거상향지원사업’과 LH의 ‘비주택거주자 이주·정착지원사업’ 현황을 점검하고 향후 개선과제를 도출·발전시키기 위한 심도깊은 논의가 이루어졌다.

 

특히 동일한 대상층을 대상으로 진행되는 두 사업에 대한 관리시스템과 전달체계의 혼선, 편중지원 등의 문제점과 개선방안으로 장기적인 주거안정을 위한 무보증제도, 국토부의 예산편성 등 다양한 제안이 이루어졌다.

 

토론회는 유영우 주거권연합 상임이사가 좌장을 맡아, 이길제 국토연구원 부연구위원이 ‘비주택거주자 주거안정을 위한 정책 개선과제’를, 최병우 전국주거복지센터협회 대표가 ‘비주택거주자 이주정착 지원사업의 현황과 문제점’에 대해 발제를 했고, 토론자로 최은영 한국도시연구소 소장, 김선미 서울주거복지센터협회 공동대표, 성호철 국토교통부 주거복지정책과장, 하승호 LH 국민주거복지본부장, 구자호 경기도 주택정책과 주거복지팀장이 참여하였다.
