대전시, 하수처리장 이전사업 올해 착공... 실시협약 완료

대전시가 10일 ‘대전하수처리장 시설현대화 민간투자사업’ 사업시행자로 우선협상대상자인 (가칭)대전엔바이로주식회사를 지정하고 실시협약을 체결했다고 밝혔다.

 

이날 체결한 협약은 사업개요 및 추진방식, 설계 및 건설, 유지관리 및 운영, 투자위험의 분담 등 총91조로 구성되어 있다. 실시협약은 민간투자법에 따라 주무관청과 사업시행자간 체결하는 계약이다.

 

실시협약에 따르면 이번 사업은 손실발생 시 30%까지는 민간부담, 이익발생시 70%는 주무관청과 공유하는 BTO-a(손익공유형)으로 추진된다.

 

이와 함께 수익률은 2.74%, 사용료는 톤당 462.85원으로 결정했다. 한국개발연구원 분석결과, 최근 실시협약을 체결한 13개 환경사업의 평균 수익률 2.79%보다 유리하다.

이날 체결한 실시협약의 구체적 내용은 민간투자사업의 투명성을 높이기 위해 대전시와 한국개발연구원 홈페이지에 공개할 예정이다.

 

대전시는 실시협약이 체결됨에 따라 실시계획 승인 등 행정절차를 거쳐 연내 착공하여 2027년 준공을 목표로 본격적으로 사업을 추진할 계획이라고 밝혔다.

 

대전하수처리장 시설현대화 민간투자사업은 2016년 투자제안서 접수를 시작으로 적격성조사와 제3자 제안공고를 거쳤으며, 작년 12월 실시협약 내용이 기재부 민간투자사업심의를 최종 통과함으로써 실시협약을 위한 모든 행정절차를 완료하였다.

 

총사업비 7,214억 원 투입되는 이번 사업은 기존 원촌동 하수처리장과 오정동 분뇨처리장을 유성구 금고동 103번지 일원으로 통합하여 이전하는 사업이다.

시설용량은 65만t/일 규모이며, 첨단 공법을 도입해 하수처리시설을 지하화․현대화하여 악취 발생을 원천적으로 차단하고 지상에는 공원, 시민편의시설 등 주민 편익공간으로 조성할 계획이다.

 

허태정 대전시장은“하수처리장 이전사업은 녹색도시를 향한 도전의 중심에 있는 신호탄과 같으며 대전시 백년대계를 위한 핵심사업이다.”라고 말하며“기존 하수처리장 부지인 원촌동은 대전의 미래 성장거점으로, 금고동 이전부지는 지역의 랜드마크 공간으로 조성하여 대전발전의 기폭제가 될 수 있도록 적극 추진할 것”이라며 장기적인 비전을 제시했다.

 

대전시는 이전하는 원촌동 하수처리장 부지에는 ▲대덕특구 기반 새로운 창업 생태계 거점 ▲국제사회와 경쟁할 수 있는 실증화 단지 등을 조성하여 2023년 특구 지정 50주년을 앞두고 있는 대덕특구의 미래 50년을 담아내는 창업 성장의 징검다리로 만든다는 계획이다.
