9일 일자리경제국 행정사무감사에서 오광영의원은 대전시의 공공배달 앱이 출시된지 10개월이 지났지만 아직도 안착하지 못하고 있다고 주장했다.

 

오의원은 그 첫 번째 이유로 앱이 이원화 되어있고 이용하기 불편하다고 지적했다. 실제로 대전시 공공배달 앱은 ‘휘파람’과 ‘부르심’ 두가지가 있는데 소비자는 둘중에 하나를 휴대폰에 설치해야 이용이 가능하다.


두 번째로 민간 배달앱에 비해 가맹점이 월등히 적어 선택의 폭이 좁은 것도 원인으로 꼽았다.

 

이러한 문제를 해결하기 위해 오광영의원은 “이원화된 앱을 가칭 ‘온통배달’앱으로 합칠 필요가 있다”고 지적했다. 오의원은 “현재 서비스하는 회사는 계속해서 가맹점 모집과 관리, 배달 등을 담당하고 대전시는 홍보를 통해 시너지를 내는 방향으로 가야한다”고 덧붙였다.

 

오의원은 또 현재 1만원 이상 주문하면 3천원의 배달비를 지원해주는 행사로 인해 일시적으로 사용자가 늘고 있지만 배달비 할인을 지속적으로 할 수는 없기 때문에 빠른 시간내에 경쟁력을 확보하는 것이 급선무라고 지적했다.

 

특히 “소상공인들은 민간 배달앱 업체에 지불하는 수수료가 부담이지만 어쩔 수 없이 이용하고 있는 실정”이라며 “배달수수료 부담이 없는 공공개발 앱이 활성화되면 소상공인들의 경제안전망을 구축하는 효과가 있다”고 말했다.

 

한편 대전시 공공배달 앱은 ‘부르심’과 ‘휘파람’ 두 업체가 서비스 하고 있으며 각각 3만4천6백명과 4만2천3백명의 회원을 확보하고 있다.
