[Gongju City,'Naero Nambul Administration'...Illegal Occupation of National Rivers for Decades]

It has been confirmed that Gongju City, South Chungcheong Province, has naturally committed illegal activities for decades.

Gongju City's gutsy illegal behavior has been confirmed to have been in Nambul administration every year for the purpose of holding the Seokjang-ri Paleolithic Festival, and it has been confirmed that Gongju City has shown the essence of moral insensitivity.

It turned out that Gongju City's illegal activities have been illegally occupied and artificially damaged the river area near the Geum River, which is a national river, for more than 20 years for reasons of annual festivals without permission from the competent authority.
Moreover, it is confirmed that the river site that Gongju City illegally occupied has reached several thousand pyeong.

Gongju City also seems to have been pretending to be the owner of the land while constructing and maintaining some facilities such as arbitrarily clearing due to lack of illegal occupancy, and it seems necessary to conduct a full-scale investigation by the competent authority of the Daejeon Regional Construction Management Office.
The place where Gongju City illegally occupied the river is the Geumgang area, 137-3, Seokjang-ri-dong, Gongju-si, Chungnam.
Since 1999, Gongju City has opened an exhibition hall here to preserve the old site of the lives of prehistoric people.
Afterwards, it expanded to a museum and equipped with convenient facilities for visitors such as a promenade, a memorial to a rape field, and a makjip.
However, it was confirmed that Gongju City did not obtain the permission for occupancy by the competent authority of Daejeon Regional Bureau of Administration while occupying the national river.

When a national river is to be occupied temporarily or for a long period of time, it is necessary to obtain permission from the competent authority, but it seems that Gongju City has omitted this.

It seems to be the main point to gauge Gongju's administrative ability.

Article 33 of the River Law stipulates that'in order to occupy the land in the river and change its characteristics, it is required to obtain permission from the management office.
Nevertheless, it is known that Gongju City has been doing illegal activities every year for 22 years for'hosting a festival'.

According to some media reports on the 23rd, as a result of actual confirmation, more than 20 makjips were built in the river area, and monuments and sculptures were also created.

Not only this, but also hundreds of meters of reed fields, rapeseed fields, and walkways were created, and the river was not functioning due to the palm mats and concrete roads laid in the middle of the dull.

It turns out that Gongju City has also been ignoring the related laws that require consultation with the National Land Office for symbols placed near the entrance of the main entrance.
Regarding this, a museum official said, "I will demolish any unauthorized property," and "Please understand it as a public interest business."

The problem is that the Daejeon Regional Construction Management Office did not even know this fact, but it was reported that it was belatedly trying to determine the actual situation when the coverage began.

The Ministry of Land, Infrastructure and Transport said, "If there is any illegal activity, we will take administrative measures or restore it to its original state."

The informant A said, “I cannot understand the actions taken by the Daejeon National Territory Authority that did not correct Gongju City, which illegally occupied the national river,” and said, “I doubt whether you are faithfully performing your duties as a river management agency.”

Another resident said, "It's the same thing as a museum or a Gongju city that installs sculptures in the river without knowing the related laws."

On the other hand, the Daejeon National Land Service has conducted a joint inspection of illegally occupied facilities in 12 national rivers, including the Daejeoncheon Musimcheon, Mihocheon Gokgyocheon and Geumgang, which were promoted to national rivers last year.
